Grant of Dress allowance to eligible Railway Officers, PBOR of RPF, Station Masters and Others

As per the orders issued by the Railway Board, Dress Allowance to the personnel previously being granted Uniforms and certain associated allowances like Uniform Allowance, Washing Allowance, Shoe Allowance, Kit Maintenance Allowance etc., to certain categories of employees working in Indian Railways.

Eligibility criteria to receive Dress Allowance as recommended by 7th Pay Commission:

The personnel of the said category should be required to wear a specific uniform daily (excluding any special clothing) as a part of their duty as specified by the Dress Regulations of Ministry of Railways.

The personnel of the said category should have had been receiving uniform material and associated Allowances like Uniform Allowance, Washing Allowance, Kit Maintenance Allowance, Shoe Allowance etc. prior to 1st July, 2017 i.e. date of admissibility of Dress Allowance.

The personnel of the said category should have ceased to be granted the uniform materials and associated allowances w.e.f. the date of issue of RBE 141/2017.

Sub: Retention of railway accommodation by railway officers/staff on their deputation to railway PSUs.

Instructions were issued vide Board's letter of even number dated 31.05.2017 (RBE No. 53/2017) to permit Railway officers/staff in occupation of Railway accommodation in areas other than Delhi/NCR on their deputation to Railway PSUs to retain their railway accommodation at the place of previous posting for a period up to 30.06.2019.

2. Now, in exercise of the powers vested with the Board to make reasonable relaxations in public interest for a class/group of employees in all or any of the existing provisions regarding house allotment/retention, it has been decided to permit Railway officers/staff in occupation of Railway accommodation in Delhi/NCR area on their deputation to Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL) to retain their railway accommodation at the place of previous posting for a period up to 30.06.2019.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

In partial modification of Board's letters of even number dated 24.08.2017 & 25.09.2017 on the subject, it has been decided by Board to revise the Air Travel entitlements of railway officers for journeys on tour or training in the following manner:

2. Further, in partial modification of Board's letter of even number dated 25.09.2017, it has also been decided by Board that grant of Air Travel permission to officers on Indian Railways, either one way or two way, may be approved personally by GMs of Railways with the prior personal concurrence of PFA.

3. As delegated vide pars 22 of Board's letter No. F(X)II-2015/PW/7, dated 12.06.2017 of delegation of powers to GMs, these powers may be exercised personally by Chief Administrative Officer with the prior personal concurrence of PFA in case of COFMOW, New Delhi, DCW/Patiala and MTP/ Chennai.

4. The competent authority while approving Air Travel would apply his mind and consider whether the available train connectivity and time taken justifies the same. For example, while Delhi-Bangalore-Delhi may qualify for Air Travel, Delhi-Mumbai-Delhi can easily be covered by train comfortably. General Manager while using his discretion to permit one way or two way Air Travel may consider both the need of the journey and the urgency that necessitates Air Travel.

5. It may be ensured that permission for Air Travel is given judiciously and restricted only to absolutely essential official requirement that is recorded, subject to availability of budgetary provisions.

6. This has the approval of Board (FC & CRB).

7. These orders will take effect from the date of issue of this letter.

Sub: Implementation of the recommendations of Seventh Central Pay Commission - Revision of the rates of Tenure Allowance to officers of Organized Group 'A' Railway Services posted as Deputy Directors, Joint Directors, Directors and Group 'B' officers when posted against senior scale post in RDSO.

Kindly refer to Board's letter No. PC-VI/2008/1/7/5/3 dated 27.03.2009 (S.No. PC-VI/94, RBE No. 58/2009) on the above mentioned subject.

2. Consequent upon the decision taken by the Government on the recommendations of 7th Central Pay Commission, it is decided that on their posting as Deputy Directors, Joint Directors, and Directors in the office of RDSO, the officers of the Organized Group 'A' Railway Services wi11 be entitled to draw their basic pay plus Tenure Allowance on the terms and conditions as stipulated below subject to review/modifications, if any, based on DoPT's guidelines on Deputation (Duty) Allowances.
(i) The Officers of Organized Group 'A' Railway Service posted in the RDSO as Deputy Directors, Joint Directors and Directors will be subjected to a prescribed tenure, on the expiry of which they will be reverted to field posts in Zonal Railways / Production Units and Construction Organizations.

(ii) Officers belonging to Organized Group 'A' Railway Services posted in RDSO as Deputy Directors/Joint Directors/Directors will be paid Tenure Allowance at the rate of 10% of their basic pay subject to a ceiling of Rs. 9000/-p.m.

(iii) The allowance will not be paid beyond the normal tenure of three years for Deputy Directors, four years for Joint Directors and five years of Directors.

(iv) No Tenure Allowance will be admissible to the officers of the Services posted as Executive Directors and above in RDSO.

(v) This allowance shall not be admissible to those Deputy Directors/Joint Directors/Directors who are given extension or re- employment after superannuation.

(vi) In cases where the tenure posting is a post with a lower Level of pay, the pay of the Officer going to such a post will be filled in the tenure post as per extant rules.
'Basic Pay' in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix but does not include any other type of pay like Special Pay, etc.

3.The existing conditions contained in pa 4 of Board's letter No. PC-V/98/I/7/3 dated 12.02.2004 would continue to be operative. TADK will not be admissible.

4.These orders shall take effect from 1st July, 2017.

Sub: Retention of Railway accommodation by Railway officers/staff on their deputation to Railway PSUs.

The instructions issued vide Board's letter No.E(G)2008 QR 1-15 dated 18.12.2014 in regard to retention of Railway accommodation at their previous place of posting by officials on deputation to Railway PSUs have been reviewed.

2.Now in exercise of the power to make reasonable relaxations in public interest for a class/group of employees, in all or any of the existing provisions regarding house allotment/retention, considering the shortage of houses/ accommodation in Delhi/NCR area, the Board have decided in the first phase Railway officers/staff in occupation of Railway accomodation in areas other than Delhi/NCR on their deputation to Railway PSUs may be permitted to retain their Railway accommodation at the place of previous posting further beyond 30.06.2016 for a period up to 30.06.2019.

Sub: Comprehensive transfer policy for Railway officers – Denial of inter-railway transfer requests of Group’C’ staff-reg.
Ref: (i) Railway Board’s letter No. E(O)III/2014/PL/05 dated 31/08/2015.
(ii) NFIR’s letter No. II/14/Part VI dated 28/09/2015.

In continuation of Federation’s letter of even number dated 28/0912015, it is to convey to the Board that protest representations from staff are being received by NFIR against the restrictions clamped by the Board relating to inter-railway transfer requests of Group ‘C’ staff vide tettef No. E(O)III/2014/PL/05 dated 31/08/2015, NFIR strongly feels that the instructions contained under item no. (xi) in Board’s letterdated 3l/08/20l5 need to be deleted.

Complaints have also been received that the mutual transfer requests wherever approved by the competent authorities are not being implemented, lt is further brought to the notice of the Federation that the mutual transfer applications of staff are not being entertained on the plea that 5 years minimum service condition not fulfilled. There are also representations from a few staff that inter railway request transfer applications on’spouse grounds’are not being considered citing “non-fulfilment of 5 years service condition'”.

NFIR, therefore, once again urges upon the Railway Board to review the matter and issue suitable revised instructions for mitigating the staff hardships in the above situations. A copy of the instructions issued may be endorsed to the Federation.

Sub: COMPREHENSIVE TRANSFER POLICY FOR RAILWAY OFFICERS
1. The transfer policy for Railway Officers has been reviewed by the Ministry of Railways. In supersession of all existing instructions, Ministry of Railways have now decided to formulate a Comprehensive Transfer Policy for Railway Officers. The salient features of the Comprehensive Transfer Policy are given in the succeeding paragraphs:
 
(i) Ordinarily a Group ‘A’ officer will not be transferred out of his allotted Zone/Unit till Selection Grade.
On empanelment to Group ‘A’, there may be inter-Zonal transfer of a Group ‘B’ officer with residual service of more than 3 years.
(ii) Officers, will be considered for posting to Railway Board/RDSO/CTIs/PUs/Other Units in'administrative interest after completion of minimum of 5 years in allotted zone.
(iii) No request for transfer will be considered till completion of 5 years in assigned zone.
 
(iv) Transfers and postings will be done against clear vacancy of a sanctioned post. The present policy of posting officers to the Eastern Region on return from deputation abroad will continue to be followed.
 
(v) Posting in Railway Board/CTl/RDSO/RRB is tenure posting having maximum tenure of 5 years and not a deputation post. Hence, normal procedure for inter Railway/Unit transfers be followed.
 
(vi) A cooling off period of minimum 3 years between two tenures in Railway Board/RDSO will be required.
 
(vii) Normally, minimum tenure on a particular post at a time will be 2 years and maximum tenure will be 5 years. For sensitive posts, maximum tenure will be 4 years. Minimum tenure will not be applicable for Junior Scale/Senior Scale officers of Group A. However, in administrative exigencies, relaxation may be granted by cadre controlling officer.
 
(viii) Total stay at a stretch at a particular station should not be more than 10 years and the total cumulative stay (in broken spells) should not be more than 15 years. Deputation to PSUS and other Ministries will not be counted for this purpose. This will be implemented in a phased manner.
 
(ix) In case of IRMS doctors (including Dental Cadre) in Railways, the proposed policy will be as per following guidelines
 
    (a) The transfer of doctors within and outside the zone should be decided by the Railways/Board at appropriate level on case-to-case basis, keeping in view the administrative interest. Total stay at a stretch/cumulative stay (inbroken spells in a particular station) be limited to 15&20 years respectively. However, while issuing such transfer orders the following guidelines should be observed.
    (1) Super specialist doctors can only be transferred from one super speciality centre to another super specialty center of same specialities.
    (2) Senior specialist of Central Hospital of the Zone or Division should be transferred to another Divisional or Zonal Centre of equal status.
    (3) General Duty Medical Officers and Dental Surgeon can be shifted from one such post to equivalent post in other places.
 
Note : The idea behind these guidelines is that specialist services are not disturbed while keeping the administrative interest in mind.
 
(x) Transfer of RPF/RPSF personnel will be in terms of Railway Board Standing Order No.102 and 110 issued by DG/RPF. Total stay at a stretch at a particular station should not be more than 10 years and the total cumulative stay (in broken spells) should not be more than 15 years.
 
(xi) In terms of para 124 of IREC, Vol.1, GMs have full powers to make rules, with regard to non-gazetted Railway Servants. No change is recommended. Maximum tenure on sensitive posts will however be 4 years. In case of non-gazetted Railway employees, no inter railway transfer request will be considered till completion of 5 years of joining Railway.
 
(xii) Deputation of Railway Officers will be governed by DOP&T’s guidelines as adopted by Ministry of Railways vide letter No.2010/F(E)Il/1(1)/1 dated 28.07.2010.
 
(xiii) Transfers other than those caused due to promotion, deputation/return from deputation, retirements etc. will be generally issued from January to March. However, in administrative exigencies, transfer orders may be issued as and when required.
 
(xiv) The controlling officer will ensure that the officer transferred will be relieved within a maximum period of one month.
 
(xv) A government servant who is also a care giver of disabled child may be exempted from the routine exercise of transfer/rotational transfer subject to administrative constraints as per OM No.42011/3/2014-Estt.(Rs.) dated 6.6.2014
 
(xvi) Every effort will be made to post the husband and wife at the same station as detailed in DOP&T’s Circular No. F.No.28034/9/2009-Estt(A) dated 30th September 2009.
 
(xvii) All fresh transfer orders will be governed by this policy.
 
(xviii) In future, requests for inter railway transfers from officers will be done online for which a system will be developed separately and circulated.
