Consumer Price Index for Industrial Workers (CPI-IW) - June, 2020

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of the retail prices of selected items collected from 289 markets spread over 78 industrially important centres in the country. The index is compiled for 78 centres and All-India and is released on the last working day of succeeding month. The index for the month of June, 2020 is being released in this press release.

The All-India CPI-IW AICPIN for June, 2020 increased by 2 points and stood at 332 (three hundred and thirty two). On 1-month percentage change, it increased by (+) 0.61 per cent between May and June, 2020 compared to (+) 0.64 per cent increase between corresponding months of previous year.

The maximum upward pressure in current index came from Food group contributing (+) 1.65 percentage points to the total change. At item level, Rice, Groundnut Oil, Fish Fresh, Goat Meat, Poultry (Chicken), Milk (Buffalo), Brinjal, Cauliflower, Green Coriander Leaves, Potato, Tomato, Refined Liquor, Cooking Gas, Petrol, etc. are responsible for the increase in index. However, this increase was checked by Wheat Atta, Arhar Dal, Garlic, Onion, Arum, Coconut, Lady’s Finger, Lemon, Mango, Kerosene Oil, etc., putting downward pressure on the index.

At centre level, Jharia recorded the maximum increase of 9 points. Among others, 8 points increase was observed in 3 centres, 7 points in 2 centres, 6 points in 3 centres, 5 points in 7 centres, 4 points in 12 centres, 3 points in 7 centres, 2 points in 10 centres and 1 point in 12 centres. On the contrary, Ranchi-Hatia recorded the maximum decrease of 8 points. Among others, 3 points decrease was observed in 5 centres, 2 points in 2 centres and 1 point in 1 centre. Rest of 12 centres’ indices remained stationary.

The indices of 31 centres are above All-India Index and 45 centres’ indices are below national average. The indices of Chhindwara and Jalandhar centres remained at par with All-India Index.
Year-on-year inflation based on all-items stood at 5.06 per cent for June, 2020 as compared to 5.10 per cent for the previous month and 8.59 per cent during the corresponding month of the previous. year. Similarly, Food inflation stood at 5.49 per cent against 5.88 per cent of the previous month and 5.47 per cent during the corresponding month a year ago.

The next issue of CPI-IW for the month of July, 2020 will be released on Monday 31st August, 2020. The same will also be available on the office website www.labourbureaunew.gov.in

Consumer Price Index for Industrial Workers (CPI-IW) - March, 2018
The All-India CPI-IW for March, 2018 remained stationery at 287 (two hundred and eighty seven). On 1-month percentage change, it remained static between February and March, 2018 when compared with the increase of (+) 0.36 per cent between the corresponding months of previous year.
The maximum pressure to the change in current index came from Food group contributing (-) 0.25 percentage points to the total change. At item level, Wheat, Arhar Dal, Eggs (Hen), Poultry (Chicken), Onion, Tamarind, Coconut, Tomato, Sugar, Cooking Gas, Fire Wood, Flowers/Flower Garlands, etc. are responsible for the decrease in index. However, this decrease was checked by Rice, Fish Fresh, Apple, Bitter Gourd, Brinjal, French Bean, Lady Finger, Lemon, Parval, Peas, Potato, Radish, Doctor's Fee, Bus Fare, etc., putting upward pressure on the index.
The year-on-year inflation based on CPI-IW stood at 4.36 per cent for March, 2018 as compared to 4.74 per cent for the previous month and 2.61 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 1.68 per cent against 2.36 per cent of the previous month and 1.71 per cent during the corresponding month of the previous year.
At centre level, Goa reported the maximum increase of 5 points followed by Jalpaiguri and Howrah (4 points each). Among others, 3 points increase was observed in 4 centres, 2 points in 7 centres and 1 point in 14 centres. On the contrary, Kodarma recorded a maximum decrease of 8 points followed by Nasik (5 points) and Tiruchirapally and Chennai (4 points each). Among others, 3 points decrease was observed in 4 centres, 2 points in another 4 centres and 1 point in 17 centres. Rest of the 21 centres indices remained stationary.
The indices of 37 centres are above All-India Index and 38 centres indices are below national average. The index of Mumbai, Chandigarh and Jabalpur centres remained at par with All-India Index.
The next issue of CPI-IW for the month of April, 2018 will be released on Thursday, 31st May, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.

Labour Bureau released today the press release of All India Consumer Price Index for Industrial Workers) for the month of March, 2018. The index remain stands at 287 and when compare to the last month statistics, there is no change.


Dearness Allowance and Dearness Relief for Central Government Employees and Pensioners is calculated based on the CPI(IW) Base Year 2001=100.

The Consumer Price Index for Industrial Workers Base Year 2001=100 for the month of September 2016 has been released by the Labour Bureau today through its official web portal. The index decreased by one point and stands at 277.

Consumer Price Index for Industrial Workers (CPI-IW) - September, 2016

The All-India CPI-IW for September, 2016 decreased by 1 point and stood at 277 (two hundred and seventy seven). On I-month percentage change, it decreased by (-) 0.36 per cent between August and September, 2016 when compared with the increase of(+) 0.76 per cent between the same two months a year ago.

The maximum downward pressure to the change in current index came from Food group contributing (-) 1.17 percentage points to the total change. At item level, Arhar Dal, Moong Dal, Masur Dal, Urd Dal, Fish Fresh, Eggs (Hen), Poultry (Chicken), Chillies Green, Onion, Brinjal, Cabbage, Carrot, Gourd, Green Coriander Leaves, Potato, Pumpkin, Tomato, Apple, Banana, Medicine (Allopathic), etc. are responsible for the decrease in index. However, this decrease was checked by Wheat, Wheat Atta, Gram Dal, Mustard Oil, Cauliflower, Parval, Radish, Coconut, Lemon, Tea (Readymade), Snack Saltish, Private Tuition Fee, Petrol, etc.

The year-on-year inflation measured by monthly CPI-IW stood at 4.14 per cent for September, 2016 as compared to 5.30 per cent for the previous month and 5.14 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 4.05 per cent against 6.16 per cent of the previous month and 5.71 per cent during the corresponding month of the previous year.

At centre level, Belgaum, Rajkot, Mumbai and Ahmedabad reported the maximum decrease of 4 points each followed by Ludhiana, Madurai, Agra, Chennai, Warrangal, Bhilwara and Surat (3 points each). Among others, 2 points decrease was observed in 12 centres and 1 point in 18 centres. On the contrary, Angul-Talcher recorded a maximum increase of 7 points followed by Howarah and Amritsar (3 points each). Among others, 2 points increase was observed in 8' centres and 1 point in 7 centres. Rest of the 19 centres indices remained stationary.

The indices of 33 centres are above All-India Index and other 41 centres. indices are below national average. The indices of Jabalpur, LucknQw, Pune and Bhopal centres remained at par with All-India Index.
The next issue of CPI-IW for the month of October, 2016 will be released on Wednesday, 30th November, 2016. The same will also be available on the office website www.labourbureaunew.gov.in.

AICPIN for Feb 2015 – Labour Bureau Publishes today

One of the important nodal department of Central Government, the Labour Bureau is today releasing the statistics of consumer price index for the month of February 2015.

This index particularly used for the calculation of Dearness Allowance in respect of Central Government employees and Pensioners.

The Consumer Price Index for Industrial Workers (CPI-IW) is an important statistical/economic indicator. It was first introduced on scientific lines with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres.

The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100. The current series of CPI-IW with base year 2001=100 covers 78 industrially important centers spread across the country.

(a) the State-wise details of number of industrial disputes/strikes that occurred in the country during the years from 2012 to 2014;

(b) the State-wise number of man-days of work lost because of these strikes;

(c) the details of measures taken or proposed to be taken by Government with regard to labour reforms for curtailing disputes/strikes and reducing man-hours lost; and

(d) the details of the targets, implementation and safeguards to ensure compliance to the aforementioned reforms?

ANSWER

(a) & (b): A statement showing the State-wise details of number of industrial disputes/strikes that occurred in the country during 2012 to 2014, details thereof, the State-wise number of man-days of work lost, because of these strikes, as per the statistics complied by Labour Bureau, Ministry of Labour & Employment, is Annexed.
(c) &(d): The Appropriate Government regulates Disputes/Strikes in the Industrial establishment through I.D. Act 1947. Reconciliation proceedings are facilitated by Labour Commissioner Officers to bring disputing parties together and resolve differences, attempts are made to avert strike and thus reduce the lost man hours. Upon failure of reconciliation proceedings, the matters are referred to Labour Court. The Government has taken a number of measures to improve compliance of Labour Laws by the Industrial Establishment. Better compliance and enforcement reduces chances of industrial disputes and strikes. Shram Suvidha portal and computer Risk Based Inspection Scheme has been launched to improve compliance/enforcement. As per the recommendations of the 2nd National Labour Commission, a number of initiatives have been taken to simplify Labour Laws, reduce complexity and thus improve compliance. Some of the Amendments initiated by the Ministry are as follows:

1. Amendment in Labour Laws (exempt from furnishing returns and maintaining registers by certain Establishments) Act, 1988
2. Amendment to Apprentice Act, 1961
3. Amendment in Child Labour (Prohibition and Regulation) Act, 1986
4. Amendment to Factories Act, 1948
5. Amendment to Mines Act, 1952
6. New bill for small factories
7. Amendment to Employees Provident Fund & Miscellaneous Provisions Act, 1952
8. Drafting of labour codes
The above proposal bills are at various stages of legislative process.

Consumer Price Index for Industrial Workers (CPI-I W) – April, 2014
The All-India CPI-1W for April, 2014 increased by 3 points and pegged at 242 (two hundred and forty two). On 1-month percentage change, it increased by 1.26 percent between March, 2014 and April, 2014 when compared with the rise of 0.89 percent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 2.53 percentage points to the total change. At item level, Rice, Wheat, Wheat Atta, Moong Dal, Fish Fresh, Goat Meat, Milk (Buffalo), Vegetab’es & Fruits, Sugar, Electricity Charges, etc, are responsible for the increase in index. However, this increase was restricted to some extent by Petrol putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-1W stood at 7.08 percent for April, 2014 as compared to 6.70 per cent for the previous month and 10.24 percent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.76 per cent against 7.50 per cent of the previous month and 12.39 per cent during the corresponding month of the previous year.

At centre level, Angul-Talcher, Amer and Asansol recorded the maximum increase of 7 points cach followed by Ludhiana, Ernakulam, Kodarma, Giridih and Tiruchirapally (6 points each) and Nagpur, Ghaziabad, Rangapara-Tezpur. Salem and Jabalpur (5 points each). Among others, 4 points rise was registered in 12 centres, 3 points in 16 centres, 2 poInts in 24 centres and 1 point In 8 centres. On the contrary, Munger-Jamalpur reported a decline of 4 points. Indices of remaining 4 centres observed no change.

The indices of 36 centres are above and other 41 centres are below national average. The index of Munger-Jamalpur is at par with all-India index.

The next index of CPI-1W for the month of May, 2014 will be released on Monday, 30 June, 2014. The same will also be available on the office website www,labourbureau.gov.in

Expected Dearness Allowance and Dearness Relief from July 2013 : Central Government employees and Pensioners will get one more installment of additional DA and DR from July 2013 will be 10%, as per the release of AICPIN for the month of May 2013. Though the requirement of one more month of AICPIN for June to finalise the enhancement of Dearness allowance, there is possible to get 90% Dearness allowance and Dearness Relief from July 2013. The calculation table describes the steps as under:

Labour Bureau released the statistics number of Consumer Price Index for Industrial Workers (CPI-IW) for the month of May 2013 on its official portal , which is important factor to calculate additional DA and DR to CG employees and CG Pensioners and the same is reproduced here for your information.

The All-India CPI-IW for May, 2013 rose by 2 points and pegged at 228 (two hundred and twenty eight). On 1-month percentage change, it increased by 0.88 per cent between April and May compared with 0.49 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from Food group which increased by 1.22 per cent, contributing 1.64 percentage points to the total change. At item level, Rice, Arhar Dal, Fish Fresh, Poultry (Chicken), Milk, Chillies Green, Garlic, Ginger, Tomato, Root & Green Vegetables, Tea Leaf, Tea (Readymade), Cigarette, Country Liquor, Electricity Charges, Medicine (Allopathic), Repair Charges, etc. are responsible for the rise in index. However, this was compensated by Petrol putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.68 per cent for May, 2013 as compared to 10.24 per cent for the previous month and 10.16 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.24 per cent against 12.39 per cent of the previous month and 10.61 per cent during the corresponding month of the previous year.
At centre level, Chennai and Nagpur recorded the largest increase of 8 points each followed by Nasik (7 points) and Warrangal, Coonoor, Hubli Dharwar, Madurai and Tripura (6 points each). Among others, 5 points rise was registered in 2 centres, 4 points in 14 centres, 3 points in 6 centres, 2 points in 12 centres, and 1 point in 12 centres. On the contrary, a decline of 6 points was reported in Delhi, 5 points in Ghaziabad, 4 points in Srinagar, 3 points in 2 centres, 2 points in 2 centres and 1 point in 7 centres. Rest of the 10 centres’ indices remained stationary.

The indices of 38 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Jabalpur and Haldia centres remained at par with all-India index.

The next index of CPI-IW for the month of June, 2013 will be released on Wednesday, 31 July, 2013. The same will also be available on the office website www.labourbureau.gov.in.
