12.4 Rule 43, which makes provision for maternity, for the sake of convenience, is extracted herein below:

"...43. Maternity Leave :
(1) A female Government servant (including an apprentice) with less than two surviving children may be granted maternity leave by an authority competent to grant leave for a period of (180 day's) from the date of its commencement.

(2) During such period, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave. NOTE :- In the case of a person to whom Employees' State Insurance Act, 1948 (34 of 1948), applies, the amount of leave salary payable under this rule shall be reduced by the amount of benefit payable under the said Act for the corresponding period.

(3) Maternity leave not exceeding 45 days may also be granted to a female  Government servant (irrespective of the number of surviving children) during the entire service of that female Government in case of miscarriage including abortion on production of medical certificate as laid down in Rule 19: 'Provided that the maternity leave granted and availed of before the commencement of the CCS(Leave) Amendment Rules, 1995, shall not be taken into account for the purpose of this sub-rule'.

(4) (a) Maternity leave may be combined with leave of any other kind. (b)  Notwithstanding the requirement of production of medical certificate contained in sub-rule (1) of Rule 30 or sub-rule (1) of Rule 31, leave of the kind due and admissible (including commuted leave for a period not exceeding 60 days and leave not due) up to a maximum of one year may, if applied for, be granted in continuation of maternity leave granted under sub-rule (1).

(5) Maternity leave shall not be debited against the leave account..."

Cabinet approves setting up of 50 new Kendriya Vidyalayas in the country under Civil / Defence Sector

The Cabinet Committee on Economic Affairs,chaired by the Prime Minister Shri Narendra Modi has approved the proposal for opening of 50 new KendriyaVidyalayas (KVs) under Civil / Defence Sector in the country keeping in view the high demand for these schools for their quality of education and excellent results.

The total project cost based on KendriyaVidyalayaSangathan (KVS) norms for the proposed 50 new KVs is Rs.1160 crore.

New KVs will be opened from classes I to V for which 650 regular posts shall be created in all 50 KendriyaVidyalayas. The school grows every year with addition of one more higher class and, when the school grows upto class XII and becomes a full fledged school with two sections in each class, there shall be a requirement of about 4000 regular posts of various categories i.e., about 2900 teaching posts and about 1100 non-teaching posts. These new KVs when fully functional will provide quality education to approximately 50,000 students in addition to the approximately 12 lakh students already studying in present KVs.

The new KVs will address the educational needs of eligible students with high quality standards and will play a role of pace-setting educational institutions in the districts concerned.

Background:

The main objective of KVS is to cater to the educational needs of children of transferable Central Government employees including Defence and Para-military personnel by providing a common programme of education. There are at present 1142 functional KendriyaVidyalayas under the KVS including three abroad at Moscow, Kathmandu and Tehran.

The KendriyaVidyalayas are considered as model schools in the country in terms of physical infrastructure, teaching resources, curriculum and academic performance. KendriyaVidyalayas as pace setting schools have consistently turned out excellent academic performance as is evident from the Board Results of Class X and XII exams conducted by the Central Board of Secondary Education (CBSE).

Kendriya Vidyalaya Sangathan (KVS) vide office-order of even number dated 04.03.2014, conveyed approval of Government of India, for establishing 54 new Kendriya Vidyalayas under Civil Sector with the stipulation that the sponsoring authority concerned is required to transfer the identified and demarcated land and also to give possession of the same to KVS prior to opening of the new Kendriya Vidyalaya. Kendriya Vidyalaya. Khanpur, Distt. Roopnagar, Punjab is one of these 54 new Kendriya Vidyalayas sanctioned.

Since the land in the matter of Kendriya Vidyalaya, Khanpur, Distt. Roopnagar, Punjab has been transferred in favour of Kendriya Vidyalaya concerned, the sanction of the Commissioner, KVS is hereby conveyed to start this new Kendriya Vidyalaya under Civil Sector with effect from 01.04.2017 in academic session 2017-18 at the following location:

‘Three Kendriya Vidyalaya proposals approved’, HRD Minister says in interaction with Press

Union HRD Minister, Sh. Prakash Javadekar announced the approval of three Kendriya Vidyala proposals, during an informal interaction with the media persons today. The Minister also received the feedback from the media regarding the performance of the ministry and education sector, appreciating the immense experience of the media professionals in covering the ministry of Human Resource Development.

The Minister briefed the press about the approval of three Kendriya Vidyalaya proposals. It was decided to open new Kendriya Vidyalaya in Rae Bareli, Uttar Pradesh (Railway Coach Factory) as well as in Takenpur, Madhya Pradesh (BSF Academy). It was also decided to adjust timings in the already functional Kendriya Vidyalaya in Piliphit, Uttar Pradesh to enable classes for Std XI considering the space constraints of the KV.

On NEET, the Minister clarified as follows

1. In case a candidate appeared in NEET-I and applied for NEET-II but not paid the fee, his candidature for NEET-II will not be considered as he has not submitted the fee and thus, his form has not been submitted successfully. The registration issued to any candidate is basically a unique number which is issued to all candidates who registers with the system. In the above case, result of NEET-I will be considered

2. In case, a candidate appeared in NEET-I and applied for NEET-II successfully but could not appear in NEET-II, such cases will be placed before the Oversight Committee for consideration of their NEET-I result.

3. Any other case which will come to the notice will also be placed before the Oversight Committee for taking final decisions.

Madam / Sir,
At the outset, I would like to convey my best wishes for the new academic session 2016-17 and at the same time wish to draw your attention towards an important issue i.e. Transfer Guidelines. Transfer Guidelines of Kendriya Vidyalaya Sangathan effective from 1.4.2011 were in operation with some amendments made from time to time.

With the passage of time, we felt a need to review it. In order to make transfer guidelines more transparent, employee friendly and Information Technology enabled, KVS had invited suggestions and feedback last year from all Teaching and Non-Teaching Employees, Principals, Deputy Commissioners, other officers at Regional Offices, ZIETs and all Service Associations of KVS.

1.As a result, KVS received large number of suggestions. Further, Teachers’ Transfer Policies of the states of Gujarat, Karnataka, West Bengal, Tamilnadu, Delhi, Rajasthan and Haryana were taken into consideration to carve out suitable and appropriate transfer guidelines for the KVS employees.

2. You would appreciate the fact that many meaningful suggestions received from your side and many progressive elements of teachers’ transfer policies of above mentioned states have been incorporated in KVS Transfer Guidelines 2016 to fulfil the demands & aspirations of the KVS employees. I would like to mention here some specific provisions made in new Transfer guidelines.

• Introduction of Mutual Transfer,
• Transfer against No Taker vacancy,
• Prioritization of Widow & Single Parent for getting transfer at a desired place,
• Transfer of Yoga Teachers with post at choice place,
• 25 days relaxation in delayed joining at Hard/ Very Hard stations for counting of tenure,
• Consideration of KVS employee for request transfer after Mid- Session on account of transfer of Spouse,
• Exemption from displacement transfer to those employees who are having disabled dependent children.
• More points have been given to Members of JCM at KVS (HQ) & Regional level to avoid their displacement transfers,
• Points have been awarded for seeking request transfer for those who are recipients of KVS Regional Incentive Awards.
• A chance has been given to those employees who have been redeployed on surplus ground for coming back to previous station in the event of availability of vacancy within one year at that station.
• An employee whose transfer orders are issued after 20th June by the KVS for Hard/ Very Hard/ NER stations he/she will be given relaxation of some more days for counting of tenure at Hard / Very Hard/ NER stations as on 30th June.
• As the tenure for hard stations has been restored back for three years w.e.f 2016 due to administrative exigencies but employees who had been posted earlier with two years tenure at these stations have been exempted from this change.
• With a view to make whole annual transfer process fully transparent, KVS has made a paradigm shift from old practice of manually filled Transfer Applications. Henceforth, Transfer Applications will be invited through online process and transfer orders will also be generated through computerized process on the basis of online database.
• Every employee will be able to check his/her Transfer Count and Displacement Count on the KVS website as per the Calendar of Activities for effecting annual transfer.
• Tentative vacancies will also be displayed on website of KVS (HQ) for the reference of employees.

3. I would assure that KVS is committed to take care of all service matters of its employees and to take all possible welfare measures. Kendriya Vidyalaya Sangathan also expects from every one of us to rise to the occasion and to walk some extra miles to secure the success of this wonderful organization.

4. Content of this letter must be brought to the notice of every staff member of the Kendriya Vidyalaya by providing them with a copy.

Kendriya Vidyalayas Admission Policy – Priority in Admission for Children of Central Government Employees, Defence Personnel and Ex-Servicemen – Admission guidelines

Kendriya Vidyalayas (KVs) were established to cater to the educational needs of the children of transferable Central Government employees including Defence and Para-military personnel by providing a common programme of education. As per the admission guidelines duly approved by the Board of Governors of Kendriya Vidyalaya Sangathan (KVS), following priorities are followed in granting admission to the KVs in Defence / Civil Sector:-

1. Children of transferable and non-transferable Central government employees and children of ex-servicemen. This will also include children of Foreign National officials, who come on deputation or transfer to India on invitation by Government of India.

2. Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertaking / Institute of Higher Learning of the Government of India.

3. Children of transferable and non-transferable State Government employees.

4. Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertakings / Institute of Higher Learning of the State Governments.

5. Children from any other category including the children of Foreign Nationals who are located in India due to their work or for any personal reasons. The children of Foreign Nationals would be considered only in case there are no children of Indian Nationals waitlisted for admission.

The Children of Defence personnel are considered as first priority category for admission in KVs. The Children admitted in a KV can automatically claim admission in another KV, if their parent is transferred from one station to another.

This information was given by the Union Human Resource Development Minister, Smt. Smriti Zubin Irani today in a written reply to a Rajya Sabha question.

It is to bring to the notice of all employees concerned that Annual Transfer of teaching/non-teaching employee is in process as per Transfer Guidelines. Grievance related to transfer (below Vice-Principal and section Officer) for modification, cancellation etc. are to be sent through controlling officer through E-mail address. i.e. kvstransfer@gmail.com.

Accordingly, employees concerned are advised to send their grievances through controlling officer i.e. KV/ RO/ ZIET via E-mail only. Grievances received other than E-mail from KV/ RO/ ZIET will not be entertained.

The following instructions are placed hereunder for perusal by D.Cs KVS, RO. Concerned.

1. All grievances/ representations are to be sent after scanning through their respective controlling officers of RO/ ZIET/ KV within 07 days from the date of issue of Transfer Orders through E-mail address only i.e. kvstransfer@gmail.com

2. The controlling officers must ensure before sending the grievances/representations that content given therein is correct, genuine and not contrary to the KVS Transfer Guidelines. Efforts should be made to redress the grievance/ representation by the controlling officer then and there, if possible to avoid unwanted correspondence

3. After compliance as above, at Serial No. 2, the representations/grievances are to be sent to KVS HQ through RO/ ZIET/KV via E-mail and facts must be verified on the face of the representation.

4. The employees visiting to KVS (HQ) will be allowed only with prior permission of his/her controlling officer. He/ She should bring the copy of representation sent through E-mail to the KVS (HQ)

5. The visit of the employee concerned without permission will not be entertained by KVS (HQ).

6. Application forwarded directly to KVS (HQ)/ advance copies other than the KVS employee will not be entertained except in exceptional cases.

All the DCs KVS, RO/Directions, ZIET, KVS are advised to bring this notice to their staff members and to all the KV concerned running under their jurisdiction with the instructions to the Principal of the KV concerned to bring this notice to all staff members of KV under limitation to this office.

Sub: – Integration of AADHAR UID in student data base-Reg.

Madam/Sir,
In the Board of Governors (BOG) meeting held on 1oth December, 2014, a direction was issued to KVS to integrate the AADHAR Unique Identity No. (UID) issued by Government of India in the student data base to be compiled on UBl Portal for fee collection.

In compliance with the direction of BOG, a column of AADHAR UID no. of student has been inserted in the Excel sheet forwarded to the Regions for compilation of student data for third phase so that same can be uploaded online by respective KVs. AADHAR UID no. has been incorporated at serial no 17 of the proforma, making the revised proforma of 27 column against the earlier 26 columns.

It may please be emphasized to all of students studying in your Region to enroll themselves for AADHAR UID so that student data base can be also linked to AADHAR UID in future through appropriate intervention in the software for fee collection through UBI.

The compliance of above may be reported after issuing necessary direction to all KVs under your Region.
