Subject: Drawal of next increment under Rule 10 of Central Civil Services (Revised Pay) Rules, 2016 – regarding.

The undersigned is directed to refer to para 8(i) of the Ministry of Home Affairs U.O. No. 300/14/Pr.A.O./Admn/ MHA/23/2018-19/456 dated 29.04.2019 seeking clarifications regarding drawal of next increment, referring the instructions contained in Department of Expenditure Office Memorandum No. 4-21/2017-IC/E.IIIA dated 31.07.2018, as to whether an employee promoted or getting financial upgrdation on 01.07.2016 and granted two increments i.e. first annual increment and second promotional increment, is eligible for his next increment after completion of six months period on 01.01.2017 or after expiry of one year period on 01.07.2017.

2. The matter has been examined in this Department. In terms of the instructions contained in this Department’s above referred O.M. dated 31.07.2018, the employees who are getting promotion/financial upgradation on 1st July and receiving the benefit of two increments i.e. the first annual increment due on 1st July and the second notional increment on account of promotion, will accrue their subsequent increment on the following 1st January, after completion of six months period.

References have been received from various Ministries/Departments seeking clarity on the issue of granting additional two increments to DS/Sr. PPS on promotion from the grade of US/ PPS after implementation of Seventh Pay Commission.

2. The 7th CPC had recommended for . abolition of giving two increments on promotion to the post of DS/Sr. PPS of CSS/CSSS Cadre.

However, the matter is still under active consideration in consultation with Department of Expenditure. Any decision as and when arrived at will be intimated to all the cadre units of CSS/CSSS.

3. All the Ministries/ Departments are, accordingly, requested to take note of above.
This also issues in consultation with CS-U Division.

Sub: Counting of training period (Prior of posting) for drawing increments

This has the reference to your office letter 127/PM/G II/C-266 dated 17.07.2013 on the subject cited above.

2. In this context, I am directed to convey that GIO (1) below FR 26 provides that where a person has been selected for regular appointment and before formally taking over the charge of the post for which selected person is required to undergo training, training period undergone by such a Government servant whether on remuneration or otherwise counts as duty for the purpose of drawing increments. This order is applicable only in case of direct recruits. Further Rule 10 of CCS (RP) Rules, 2008 provides that employees completing six months and above in the revised pay structure as on 01st Jul will be eligible to be granted the Increment. Thus, from the contents of GIO (1) below FR 26 read with Rule 10 of CCS (RP) Rules, 2008, it is clear that "a Government servant who has completed the six month service including training period (whether on remuneration or otherwise) as on 01st Jul will be eligible for increment." This is applicable only in case of direct recruits.

This issues with the concurrence of DDG (PAF) vide Diary No. TTL-4-PEA dated 11.10.2013.

(a) whether Government has granted three advanced increments for Assistant Professors, Associate Professors and Professors in Central universities on completion of their Ph.Ds;
(b) if so, the details thereof;
(c) whether this facility is not being extended to Librarians, Physical Directors etc. posted in Central Universities like Jamia Milia Islamia and BHU;
(d) if so, the reasons therefor; and
(e) the steps Government would take to grant three increments to Librarians, Physical Directors etc.?

ANSWER

(DR. SHASHI THAROOR)

(a) & (b) : Yes, Sir. As per the University Grants Commission (UGC) Regulations, 2010 on the subject, those teachers who complete their Ph.D. Degree while in service are entitled to 3 non-compounded advance increments if such a Ph.D. is in the discipline of employment and has been awarded by a University complying with the process prescribed by UGC for enrolment, course work, evaluation etc.

(c) to (e) : As MHRD has been informed by UGC, the benefit of three non-compounded advance increments has been extended to the Assistant Librarian / College Librarians but not to the Assistant / College Director of Physical Education of all the Central Universities including the Jamia Millia Islamia (JMI) and the Banaras Hindu University (BHU). However, as reported by JMI, the requests for the grant of advance increments to some of the Assistant Librarians could not be acceded to as they acquired their Ph.D. degrees prior to the notification of UGC Regulations, 2010.
