OFFICE MEMORANDUM

Subject : Grant of funds for Modernisation of Non-Statutory Departmental Canteens located in Central Government Offices.

The undersigned is directed to state that Department of Personnel and Training has initiated a scheme whereby financial assistance would be provided to individual Ministries/Deptts. and their attached/subordinate offices for the modernisation of Departmental Canteens under their administrative charge.

2. Approved scheme for provision of funds to Ministries/Deptts. and their attached/subordinate offices is enclosed for ready reference. The funds will be provided on first-cum-first serve basis.

3. All Ministries/Deptts. and their attached/subordinate offices are requested to assess the need for modernisation of Departmental Canteens under their administrative charge and forward their proposal for grant of funds to this Department after obtaining the approval of respective IFDs.

Subject:- Training programme for Managerial Category and Cook Category Canteen employees of Non-Statutory Departmental Canteens- Nominations from Ministries/Department’s – regarding.
The undersigned is directed to say that, with a view to impart professional skill to the employees working in Departmental Canteens functioning from Central Government Offices, it has been decided in consultation with the Ministry of Tourism to hold training programme for Managerial category and Cook category working in the Departmental Canteens. These training programme are mandatory and will be organized in the Institute of Hotel Management/FCIs located across the country.
2. The duration of the training programme would be 6 days. The scheduled dates of training programmes would be intimated in due course. TA/DA for trainees as admissible will be borne by the respective Ministry/Department.
3. The Ministries/Department’s are requested to forward nomination of one or two Canteen employees for each batch in the enclosed proforma (I &II) to the Department of personnel & Training by 14th August, 2015.

OFFICE MEMORANDUM

Subject: Uniform for the employees of Non-Statutory Departmental Canteens/ Tiffin Rooms functioning in Central Government Offices- Issue of Petticoat and Dupatta to Female Canteen Employees – regarding

The undersigned is directed to refer to this Department’s OM. No.12/4/2001-Dir(C) 21.1.2002 and OM. No.12/8/2002-Dir(C) dated 8.7.2003 wherein scale of articles of Uniforms authorized for canteen employees was circulated.

2. The matter regarding issue of Uniforms to entitled female canteen employees has been reviewed and it has been decided to authorize issue of Petticoat to entitled female canteen employees who wear Saree and Dupatta to those who wear Salwar Kameez in addition to already authorized articles of Uniform. The scale of Uniform authorized vide OM. No.12/4/2001~Dir(C) dated 21.1.2002 will remain same.

3. instructions on procurement of Uniforms circulated vide OM. No-18/1/2009-Dir(C) dated 27.8.2010 are to be followed while procuring uniforms for canteen employees.

4. This issue with the concurrence of Home(Finance) vide their ID. Note No.3108505, dated 10.9.2014 and Ministry of Finance(Department of Expenditure) vide their I.D. Note 5(2)/E.II(A)/2014 dated 25.11.2014.

OFFICE MEMORANDUM

Subject: Grant of increased rate of Washing Allowance to the Canteen Employees working in Non-Statutory Departmental Canteen/Tiff in Room functioning from Central Government Offices —regarding.

The undersigned is directed to refer to this Department’s Office Memorandum No. 18/1/2000-Dir-(C), dated 29.6.2001 on the subject mentioned above and to say that it has been decided to revise the existing rate of washing allowance from Rs. 30/- p.m. (Rupees thirty only) to Rs. 60/- p.m. (Rupees sixty only) who have been supplied with uniforms. The rate of washing allowance will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

2. This order shall be effective from 1 September, 2008 in pursuance of the Department of Personnel and Training O.M. No14/3/2008-JCA, dated 11.9.2008 (Copy enclosed).

3. This issues with the concurrence of Ministry of Finance, Department of Expenditure and Home Finance Division vide their U.O /Dy. No. 3101359, dated 3.7.2014 respectively.
