Cabinet approves Cadre Review of 8 organized Group 'A' Services in Railways

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the proposal for Cadre Review of 8 organized Group 'A' Services in Railways namely Indian Railway Accounts Service (IRAS), Indian Railway Personnel Service (IRPS), Indian Railway Traffic Service (IRTS), Indian Railway Service of Engineers (IRSE), Indian Railway Service of Electrical Engineers (IRSEE), Indian Railway Service of Mechanical Engineers (IRSME), Indian Railway Stores Service (IRSS), Indian Railway Service of Signal Engineers (IRSSE).

Cabinet has also approved encadrement of the post of Member (staff) a cadre post for IRPS and re-designation of the posts of Director General (Signal & Telecom), Director General (Stores) and Director General (Safety) as Member(S&T), Member (Materials Management) as Director General (Safety) respectively.

This Cadre Review was pending since 2012 and will benefit 900 officers of these services.

Cabinet approves Status-cum-Progress Report and constitution of "Special Committee for Inter-Linking of Rivers" in compliance of judgment of Supreme Court

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to the Status-cum-Progress Report and constitution of “Special Committee for Inter-Linking of Rivers” in compliance of Supreme Court judgment dated 27.2.2012 in the matter of Writ Petition (Civil) 512 of 2002: Networking of Rivers along with Writ Petition No. 668 of 2002.

Approval of the Union Cabinet will help in monitoring of the precious Inter-linking of River Projects to be carried out under National Perspective Plan 1980 of Government of India. The Status-cum-Progress Report of Special Committee for Inter-linking of Rivers will be submitted bi-annually for information of Cabinet, which will facilitate faster and appropriate decisions in the interest of the country as expeditiously as possible.

Centre Approves 100% Hike in the Salaries of Member of Parliaments, Bill Likely in Winter Session

Parliamentarians can soon expect a steep hike in salary as the Centre has decided to provide them with a basic salary of Rs 1 lakh per month, a 100% hike from the current Rs 50,000.

The salary hike for the MP’s has been in demands from a while when the Delhi government approved the huge hikes in Delhi MLA’s salaries. But Government was looking to avoid the hike in the salaries of the Member of Parliaments.

But Now it Looks like that the government had bowed to the increasing demand by the MP’s.
The Prime Minister’s Office (PMO) is learnt to have agreed to consider a recommendation made by the Joint Committee on Salaries and Allowances of Members of Parliament, which is headed by BJP MP Yogi Adityanath.

The panel had also demanded a slew of benefits like more air tickets and soft loans for cars.
A bill is expected to be passed in the upcoming winter session of Parliament to hike the MPs’ salary and allowances .

Not Just the MP’s but also the Governors and President will be benefitted with the salary hike. The government is also mulling over increasing the President’s salary from current Rs 1.5 lakh per month to Rs five lakh and the Governor’s salary from current Rs. 1.10 lakh to Rs. 2.5 lakh.

22. Central Engineering Service (Roads) The Proposal was received on 24.04.2014 but lacked many essential information. Clarifications were sought from MoRTH, and based on reply received on 16.10.2014 a revised structure was proposed and sent to MoRTH for their comments. Reply from MoRTH is awaited.

1. In all the remaining cadres, letters have been written to the Cadre Controlling Authorities to send the cadre review proposals for the services/cadres pertaining to their departments.

Cabinet clears bill to check benami transactions

New Delhi: The Cabinet today approved the new Benami Transaction (Prohibition) Bill which aims at curbing the generation of domestic black money.

“The Union Cabinet has approved the new Benami Transaction (Prohibition) Bill to curb generation of black money,” said a source after the Cabinet meeting here.

Apart from confiscation, the Bill provides for prosecution and aims to act as a major avenue for blocking generation and holding of black money in the form of benami property, especially in real estate.

The government had in Budget 2015-16, presented at the end of February, announced that it would come out with a new and more comprehensive Benami Transactions (Prohibition) Bill.

The Benami Transactions (Prohibition) Act was earlier enacted in 1988, but the rules under that Act could not be formulated due to inherent infirmities in it.

Following this, in 2011 the government introduced in Parliament a Benami Transactions (Prohibition) Bill, which proposed replacing the 1988 Act.

The Bill was referred to the Standing Committee on Finance for examination, which submitted its report in June 2012.

However, the Bill lapsed with the dissolution of 15th Lok Sabha.

Cabinet to take up stock-limit extension today
The cabinet is meeting today to consider a proposal to extend stock holding limit on pulses, edible oils and oil seeds for one more year beyond September 30,2013 to ensure their availability and check prices.
A proposal to this effect was moved by the Food and Consumer Affairs Ministry.
The objective is to enable state governments to continue taking effective de-hoarding steps under the Essential Commodities Act, 1955 by fixing stock limits.
The Cabinet is also likely to approve a proposal to hike dearness allowance for government employees and pensioners to 90% from existing 80% of basic pay and house rent allowance. The move would benefit about five million central government employees and three million pensioners.
The hike would be effective retrospectively from July 1, this year.
Officials said the increase in DA to 90% would result in additional annual expenditure of Rs 10,879 crore on the exchequer. However, there would be additional burden of Rs 6,297 crore on exchequer during 2013-14 on account of this hike in DA.
There would be a double digit percentage point hike in DA after about three years, due to rise in prices as reflected in the consumer price index for industrial workers. It was last in September, 2010, that the government had announced a hike of 10% to be given with effect from July 1, 2010.
DA was hiked to 80% from 72% in April, 2013, effective from January 1, this year.
