Sub. Out of Turn Promotion of sportspersons on sports account in Probation period.

In partial modification of existing policy, Ministry of Railways (Railway Board) have decided as under:

(i) Para 9.2.6 of letter No. 2010/E(Sports)l4(1)/I(Policy) dated 31.12.2010 (RBE No. 189B/2010) No out-of-turn promotion shall be granted during  probation period. If a sportsperson acquires the norms for out of turn promotion, except the condition of completion of probation, in such case, the promotion may be granted and the balance probationary period be reckoned in the higher grade, in which the promotion is proposed to be carried out.

2. This issues with approval of Board (MS) and concurrence of the Finance Directorate of the Ministry of Railways

Sub:- Recognition to the Game of Judo for the purpose of recruitment of sports persons against sports quota.

Ref.: (i) Railway Board’s letter No~ 2010/E(Sports)/4(1)/1(Policy) dated 31.12.2010 (RBE No. 1898/2014).
(ii) Railway Board’s letter No. 2011/E(Sports)/4(1)/1/Policy Clarifications dated 27.03.2012 (RBE No. 42/2012).

During the 70th Annual General Meeting of the General Council of Railway Sports Promotion Board, held in Rail Bhavan, New Delhi on 17.10.2014; it was decided by the house to include the game of Judo in the list of RSPB recognized games for the purpose of recruitment, participation, incentives etc.

2. The proposal has accordingly been considered and approved by Railway Board. It is accordingly advised to insert the game of Judo in the list of recognized games, as mentioned under Para 2.7 of Board’s policy letter (dated 31.12.2010, referred to above; for recruitment, participation, incentives etc. to sportspersons against sports quota, with immediate effect.

3. This issues with approval of Board (MS).

Subject:- Filling up of 5% Sports quota and 5% Compassionate quota vacancies, out of the total Direct Recruitment vacancies in the grades of Income Tax Inspectors and Tax Assistants.

Kindly refer to the above subject.

2. Additional posts at various levels in Gr. B & C were created vide CBDT Order F.No. A-11013/1/2013-Ad.VII, dt. 31-05-2013. Vide ietter F.No. HRD/CM/ 102/28/2013-14/4488, dt. 17-10-2014 at Annexure Q (copy enclosed), the vacancies pertaining to D.R quota (including Sports and Compassionate appointment quota) were communicated to ail Pr. CCsIT.

3. I am now directed to communicate the region-wise Direct Recruitment quota for Income Tax Inspector and Tax Assistant grades (Annexure A and B) being 5% each of the D.R quota indicated at Annexure Q. These are included in the figures mentioned at Annexure Q of CBDT.

4. I am, further directed to request you to fill up the Sports and Compassionate quota vacancies of 2013-14 in your Region, including the vacancies as per the above Annnexure , evenly and fully, taking care to include various sports, as per Government instructions in the matter.

5. Some sports quota and compassionate ground vacancies of earlier years or for vacancy year 2014-15 also may be existing with your Regions. It is requested that the Sports & compassionate quota appointments for other vacancy years, including vacancy year 2014-15, may also be filled up, as per Government instructions in tho matter.

(i)Para No. 8.1.3 of letter no. 2010/E(Sports)/4(1)/1(Policy) dated 31.12.2010 (RBE No. 1893/2010)modified vide letter no. 2012/E(Sports)/4(1)/1/ Policy Clarifications dated 18.04.2012 (RBE No. 52/2012):
For recruitment through Talent Scouting, all the eligible candidates of declared games and events, must be given  opportunity for trials. Any eligible candidate of declared game & event,  approaching the Railway for recruitment through Talent Scouting should immediately be registered and given a date for trial in due course.
Trials of the candidates shall be  conducted and completed within one month from the date of receipt of the  application from the candidate or receipt of case from Railway Board/RSPB and all other formalities including issue of offer of appointment must be completed within three months from the date of receipt of application/ case.
In the case of receipt of application/ case before the game-wise distribution of sports quota, the one month period for Trials and three months period for completing all formalities, shall be counted from the date of approval of Competent Authority for game-wise distribution of

However, with the approval of General Manager/Head of Organization of the concerned Railway/Unit three months period can be extended maximum up to six months, within the some financial year.
In the case of receipt of application case before the game-wise distribution of sports quota, the one month period for Trials and three months period for completing all formalities, shall be counted from the date of approval of Competent Authority for game-wise
(ii)Para No. 9.2.6 (C) added vide letter no. 2010/E($ports)/4(1)/3/OTP/DOPT dated 23.05.2013 (RBE No. 50/2013):
In case of a team event, a sportsperson will qualify for out-of-turn promotion only if he/she has played at least 50% of the matches in the same event. Reserve player, is any, shall not be entitled for any out-of-turn promotion unless he/she has played at least 50% of the matches in the same event
In case of a team event, a sportsperson will qualify for out-of-turn promotion if he/she has played
at least 50% of the matches in the same event
or
played in any match in quarterfinal and above in that event.
Sportspersons shall not be entitled for out-of-turn promotion unless he/she fulfills any one of the above two conditions

OFFICE MEMORANDUM

Subject: Consolidated Instructions on incentives for sportspersons – regarding.

The undersigned is directed to refer to the subject mentioned above and to say that various instructions have been issued by the Government from time to time to provide incentives for recruitment, promotion, increment etc. of meritorious sportsmen. All the instructions issued till date have been consolidated under easily comprehensible headings for the facility of reference and guidance of all concerned. These consolidated instructions have been uploaded on this Department’s website http://www.persmin.nic.in/dopt.asp in the dynamic form (OM & Orders –> Establishment –> (B)Personnel –> (I) Service Matters –>(m) Sportsperson/Sports Quota). This may be brought to the notice of all concerned for information, guidance and necessary action.
