Dopt Minister replied in Parliament about 5 Day Week for Central government offices

The Dopt Minister said in a written reply, there is no proposal to change 5-Day Week for Central government offices.

As per media news, Minister of State for Personnel, Public Grievances and Pensions Shri.Jitendra Singh today replied to a question in Lok Sabha, whether the Central Government plans to change the five days per week working for central government employees.

He clarified that Central Government has no such proposal to change five days per week working for central government offices and also no proposal to hike earned leave and casual leave being granted to the Central government employees.

Will the Minister of HOME AFFAIRS be pleased to state:-

(a) whether any proposal is under consideration of the Government to bring the risk allowance given to Central Armed Police Forces (CAPF) including CRPF personnel deployed in maoist strongholds at par with their counterparts in Jammu and Kashmir or the North Eastern Region of the country; and

(b) if so, the details thereof and the time by which a final decision is likely to be taken by the Government in this regard?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI R.P.N. SINGH)

(a) to (b): At present, no such proposal is under the consideration of the Government. As per the Ministry of Home Affairs order dated 16.4.2009, Risk/Hardship Allowance is sanctioned to the combatized Central Armed Police Forces (CAPFs) personnel upto the rank of Commandant, based upon their deployment at different places in India including Jammu & Kashmir, North Eastern Region and Left Wing Extremist (LWE) States.

VRS (Voluntary Retirement Scheme) in BSF, CRPF, ITBP, SSB, CISF and AR

The below information was submitted in Parliament as a written reply by the Minister of Home Affairs on 6th August, the table of CAPF personnel proceeded on Voluntary Retirement during each of the last three years and the current year. And the action taken by the Central Government as remedial measures to stop such cases and improve the service and working of CAPF.

From the above, it may be seen that the total number of personnel who have proceeded on voluntary retirement during last three years and the current year is only 35513, which is about 1.18% of the Forces posted strength per year. The personnel proceed on voluntary retirement from service mainly due to various personal and domestic reasons including children/family issues, health/illness of self or family, social/family obligations and commitments etc. The Government has taken following steps to improve the service and working conditions of the personnel:

(i) Implementing a transparent, rational and fair leave policy;

(ii) Grant of leave to the Force personnel to attend to their urgent domestic problems/issues/needs;

(iii) Regular interaction, both formal and informal, among Commanders, officers and troops to find out and address their problems;

(iv) Revamping of grievances redressaI machinery;

(v) Regulating duty hours to ensure adequate rest and relief;

(vi) Improving living conditions through provision of basic amenities! facilities for troops and their families;

(vii) Motivating the forces through increased risk, hardship and other allowances;

(viii) Provision of STD telephone facilities to the troops to facilitate being in touch th their family members and to reduce tension in the remote locations;

(ix) Better medical facilities for troops and their families including introduction of Composite Hospitals with specialized facilities;

(x) Organising talks by doctors and other specialists to address their personal and psychological concerns;

(xi) Yoga and meditation classes for better stress management;

(xii) Recreational and sports facilities and provision of team games and sports etc;

(xiii) Providing welfare measures like Central Police canteen facility to the troops and their families, scholarships to their wards, etc;

(xiv) Giving status of ex-CAPFs personnel to the retired personnel of CAPFs, which is expected to boost the morale of the existing CAPFs personnel and also expected to provide better identity, community recognition and thus higher esteem and pride in the society to the Ex-CAPFs personnel.

A drug banned / restricted in one country may continue to be marketed in other countries as the respective governments examine the usage, doses, indications permitted etc. and overall risk benefits ratio and take decisions on the continued marketing of any drug in these countries.

Safety issues of drug formulations, as and when reported, are assessed in consultation with the Expert Committees / Drugs Technical Advisory Board (DTAB). Based on the recommendations of the Expert Committees / DTAB, the Central Government prohibits manufacture, sale and distribution of such drugs in the country through Gazette Notification.

The Central Government has prohibited / suspended manufacture, sale and distribution of following drugs during the last three years and in the current year in the country through Notifications in the Gazette of India:

1.     Rosiglitazone.
2.     Nimesulide formulations in children below 12 years of age.
3.     Cisapride and its formulations for human use.
4.     Phenylpropanolamine and its formulations forhuman use.
5.     Human Placental Extract and its formulations for    human use except its
            (i)  Topical application for wound healing, and
            (ii) Injection for pelvic inflammatory disease.
6.    Sibutramine and its formulations for human use.
7.    R-Sibutramine and its formulations for human use.
8.    Gatifloxacin formulation for systemic use in human by any route including oral and injectable
9.    Tegaserod and its formulations
10.  Letrozole for induction of ovulation in anovulatory infertility.
11.  Serodiagnostic test kits for diagnosis of tuberculosis
12.  Dextropropoxyphene and formulations containing Dextropropoxyphene for human use.
13.  Fixed dose combination of Flupenthixol + Melitracen for human use
14.  Analgin and all formulations containing analgin for human use.

This information was given by Union Minister of Health & Family Welfare Shri Ghulam Nabi Azad, in written reply to a question in the Rajya Sabha today.
