Government approves ex-gratia compensation for more than one lakh FCI employees in case of death due to COVID-19

The Government has approved the proposal for grant of ex-gratia monetary compensation to 1,08,714 workers and officers of the Food Corporation of India (FCI) including 80,000 labour who are working 24x7 to supply food grains across the country amidst the outbreak of Coronavirus pandemic.
Presently, families of FCI employees are entitled to compensation in the event of death due to terrorist attack, bomb blast, mob attack or natural disaster, but the Regular and Contractual Labour of FCI are not covered under its provisions. Keeping this in view, the Government has decided to provide ex-gratia monetary compensation to all employees and labour of FCI who are working tirelessly despite the threat of infection due to Coronavirus COVID-19.

Under its provisions, during the six month period from March 24, 2020 to 23 September, 2020 if anybody dies due to COVID-19 infection while on duty with FCI, the Regular FCI Labour will get an ex-gratia of Rupees 15 lakh, Contractual Labour will be entitled to Rs.10 lakh, Category 1 Officers Rs.35 lakh, Category 2 - Rs.30 lakh and Category 3 & 4 workers Rs.25 lakh.

Announcing this, the Union Minister for Consumer Affairs, Food and Public Distribution, Shri Ram Vilas Paswan said the Government is committed to provide all possible security to our Corona-warriors engaged in providing essentials and services to the common man during these times of crisis.

Subject: Filling up the post of Executive Director (Engg’/IT) (JS Level) in Food Corporation of India, New Delhi under the Department of Food & Public Distribution.

Sir/ Madam,
It is proposed to fill up the post of Executive Director (Engg.IT) (JS Level) in Food Corporation of India, New Delhi under the Department of Food & Public Distribution with pay at Level 14 (Rs. 1,44,200-2,18,200/-) of the Pay Matrix on deputation basis vice Shri Syedian Abbasi , IAS (AM 1990).

2. Names of willing and eligible officers, who have been empanelled to hold Joint Secretary or equivalent posts at the Centre under the Central Staffing Scheme, may be recommended to this office along with cadre clearance, vigilance clearance, detailed bio-data, viz name, date of birth , service, batch , contact telephone number, email address, educational qualifications, complete experience/posting details etc. CR dossiers/certified ACRs for the last five years and details of debarment & cooling off in respect of past central deputation. In case the officers are currently on Central deputation , the nomination may be forwarded with the approval of the Minister- in-charge concerned.

3. The post is a Non-Central Staffing Scheme post to be filled up through the Civil Services Board (CSB) procedure. It may be noted that no 'Mandatory Posting Certificate' for allotment retention of Government accommodation would be issued by this office to the officer appointed on the above referred post. However, those officers who have served and are currently serving on Central Staffing Scheme post in Delhi for at least four years and require to retain Government accommodation, would be issued a certificate to the effect that the officer concerned has served for at least four years in CSS post and he/she needs to retain Government accommodation for his/her tenure on non-CSS post.
4. It is requested that the applications of the eligible candidates may be forwarded so as to reach this Department by 13.09.2019.

This is regarding filling up the post of General Manager in Food Corporation of India (Punjab Region) and r the Department of Food & Public Distribution on deputation basis. The post is a CSS
post to be fillled through the Civil Services Board Procedure.

2. Officers of he rank of Deputy Secretary/Director of the Government of India or equivalent level, eligible for appointment under Central Staffing Scheme are eligible for the post. The period of deputation is 4/5 years for Deputy Secretary/Director respectively.

3. The post may be circulated amongst the officers eligible to be appointed at Deputy willing and eligible officers who can be spread by the State Governments/Ministries/Departments Secretary/Director level or equivalent level in the Government of India on priority basis. 43% Posts Vacant in Food Corporation of India (FCI): Food Minister

More than 15,800 posts are lying vacant at state-run FCI, which is also facing shortage of more than 8,600 workers, Parliament was informed today.

“Against sanctioned strength of 36,982 employees, only 21,139 regular employees are in position as on December 31, 2015 and hence at present there are 15,843 vacancies,” Food Minister Ram Vilas Paswan said in a written reply in the Lok Sabha.

The minister said 256 posts are vacant in Category-1, followed by 2,057 and 14,783 in second and third categories, respectively.

However, there is surplus of 1,253 in the fourth category, he added.

Therefore, the effective vacancies in the corporation are 15,843.

“Food Corporation of India (FCI) is in the process of filling up 5,596 vacancies across all cadres by the way of competitive recruitment process,” Paswan added.

Advertisement for the above was published during the February-July period last year.

The FCI also has three types of departmental workers — regular departmental, under direct payment system (DPS) and under no-work-no-pay system (NWNP).

There is shortfall of 3,241 departmental workers, 5,008 DPS workers and 438 NWNP workers, Paswan said.

Out of the total required strength of 58,480 workers, the FCI’s current strength on December 31, 2015 was 48,793.

In view of high level committee recommendations and High Court directions, there is presently no plan to induct any labour in FCI, the minister added
