Subject: Filling up the post of Director (Finance) JS level in Handicrafts & Handlooms Exports Corporation of India Ltd (HHEC) Noida under Ministry of Textiles on Non CSS basis.

Sir/Madam,
It IS proposed to fill up the post of Director (Finance) (JS level) in Handicrafts & Handlooms Exports Corporation of India Ltd. (HHEC), Noida under Ministry of Textiles with pay at Level 14 (Rs 1,44,200-2,18,200/-)of the Pay Matrix on deputation basis

2. Names of willing and eligible officers, who have been empanelled to hold Joint Secretary or equivalent posts at the Centre under the Central Staffing Scheme, may be recommended to this office along with cadre clearance, vigilance clearance, detailed bio-data, viz. name, date of birth, service, batch, contact telephone number, email address, educational qualifications, complete experience/posting details etc. CR dossiers/certified ACRs for the last five years and details of debarment & cooling off in respect of past central deputation, In case the officers are currently on Central deputation, the nomination may be forwarded with the approval of the Minister-in- charge concerned.

3. The post is a Non-Central Staffing Scheme post to be filled up through the Civil Services Board (CSB) procedure. It may be noted that no 'Mandatory Posting Certificate' for allotment/retention of Government accommodation would be issued by this office to the officer appointed on the above referred post However, those officers who have served and are currently serving on Central Staffing Scheme post in Delhi for at least four years and require to retain Government accommodation, would be issued a certificate to the effect that the officer concerned has served for at least four years in CSS post and he/she needs to retain Government accommodation for his/her tenure on non-CSS post.

4. It is requested that the applications of the eligible candidates may be forwarded so as to reach this Department within one month from the date of issue of this circular.

Subject: Appointment of officers working in the Ministries/Departments under CSS/ Non-CSS posts to National Institution for Transforming India(NITI), Aayog under Central Staffing Scheme on lateral shift basis.

Sir/ Madam,
It is proposed to fill up Two (2) vacancies of Deputy Secretary/Director level posts in the National Institution for Transforming India (NITI) Aayog under Central Staffing Scheme on lateral shift basis.

2. The officers who are working at QS/Director level in different Ministries/Departments under the Central Staffing Scheme/Non Central Staffing Scheme will be eligible to apply for these posts. If the officer is selected for the post, it will be treated as; a 'lateral shift', which would entail additional tenure of three years as per the special dispensation allowed for appointment in NITI Aayog that permits total deputation tenure up to 8 years on shift to NITI Secretariat or vice versa. The +3 option would be available only to those officers who are already working on a CSS/Non-CSS post. The additional tenure is subject to completion of two years on the present stint on the CSS/Non-CSS post and availability of cadre clearance. In the absence of cadre clearance (for +3 tenure), the tenure will be restricted to the balance period of four/five years central deputation tenure.

3. The post may be circulated amongst the officers working at Deputy Secretary/Director or equivalent level under the Central Staffing Scheme/Non Central Staffing Scheme in the Government of India on priority basis. Names of the willing and eligible officers who can be spared by the Ministries/Departments may be forwarded to this Department along with the approval of the Minister-in-Charge, cadre clearance (for +3 tenure), vigilance clearance, detailed bio-data in the enclosed proforma and attested copies of ACR(s) for the period for which they have worked under CSS/Non-CSS.

4. It is requested that the application(s) of the eligible officer(s) may please be forwarded so as to reach this Department within 3 weeks from the date of issue of this circular.

Subject: Filling up the post of the Registrar of Copyright, Copyright Office under the Ministry of Human Resource Development.

Sir/Madam,

It is proposed to fill up the post of Registrar of Copyrights, Copyright office, under the Ministry of Human Resource Development on deputation basis The post is a non-CSS post to be filled through Civil Services Board procedure.

2 The Registrar of Copyrights is the head of the Copyright Office and all copyright registrations are issued under his superintendence and direction. He exercises the powers of a Civil Court for disposing copyright applications and act as competent authority to allow changes as per law. He gives effect to the orders of Copyright Board and register/monitor functioning of Copyright societies. He will have to coordinate with various Ministries/Departments, liaison with various higher education institutions and all the stakeholders from various fields and strata of the society. He is also required to participate in negotiations for drafting the legal text for various proposed treaties related to copyright matters in WIPO.

3 The Officers of the rank of Deputy Secretary/Director of the Government of India or equivalent level, eligible for appointment under the Central Staffing Scheme are eligible for the post. The period of deputation is 4/5 years for Dy. Secretary/Director respectively.

4 The post may be circulated amongst officers eligible to be appointed at Deputy Secretary/Director or equivalent level in the Government of India on priority basis. Names of willing and eligible officers who can be spared by the State  Governments/Ministries/Departments may be forwarded to the Department along with cadre clearance, vigilance clearance, detailed bio-data in the enclosed Perfonna and CR Dossier. For officers working in the cadre, it may also be ensured that the ‘Cooling off, after a previous stint on deputation, if any, is completed and the officer is eligible to be appointment on Central Deputation as per instructions.

Sub:- Extension in deputation tenure beyond the prescribed limit of seven years/premature repatriation from a Non – Central Staffing Scheme post – reg

As per the ACC directions, an officer working on a Central Staffing Scheme (CSS) post is allowed an additional tenure of two years on his shift to a Non-Central Staffing Scheme post and vice-versa, subject to cadre clearance and further subject to the maximum limit of seven years outside the cadre at a stretch. While allowing the shift, the tenure of the officers is specified/fixed. Similarly as per extant policy, officers working on a CSS post on their premature repatriation on grounds other than promotion are required to undergo extended cooling off.
2. However, it has come to notice that officers have continued to stay beyond the stipulated tenure without the approval of the competent authority, sometimes even beyond the maximum stipulated limit of seven years outside the cadre. It has also come to notice that some of the officers who after their stint under the CSS had shifted to Non-CSS posts were allowed to go prematurely to their cadre without seeking the approval of the ACC.
3. The undersigned is directed to convey that any proposal for premature repatriation and extension in tenure beyond the approved tenure in respect of officers who have shifted from a CSS post and are now working on a Non-CSS post should be referred to DoP&T for approval/orders of the competent authority.
4. All the Ministries/Departments are requested to ensure compliance of the above direction in future.
