7th CPC Pay Matrix Anomalies - Pay of officials drawing different Grade Pay (Higher and lower) are fixed at the same stage in revised pay

7th CPC Pay Matrix Anomalies - Pay of officials drawing different Grade Pay (Higher and lower) are fixed at the same stage in revised pay

Agenda item No. 5 for the meeting of the National Anomaly committee sent to NC JCM by Confederation vide No. Ref: Confdn/JCM NC/Anomaly/2016-19 Dated - 03.07.2017

Item - 5 REMOVAL OF ANOMALIES IN PAY MATRIX - PAY OF OFFICIALS DRAWING DIFFERENT GRADE PAY (HIGHER AND LOWER) ARE FIXED AT THE SAME STAGE IN DIFFERENT PAY LEVEL OF 7TH CPC PAY MATRIX

The Pay of officials drawing different grade pay is fixed in the same stage in different pay level of 7th CPC Pay Matrix.

Example
Sl.PayGrade PayTotalX 2.57LevelPay (in the Pay Matrix)
12290054002830072731973400

82700046003160081212783600
92740042003160081212683600

The above table is depicting the pay fixation as per the Pay Matrix. The following anomalies may be noted.

(a) Revised Pay of an employee who has drawn 28300 (SL-I) higher basic pay in the pre-revised scale is fixed at the same stage (74300) than the employees who have drawn lower basic pay in the pre-revised scale (See SL-2, SL-3).

(b) Revised basic pay of an employee who had drawn 28470 (SL-4) higher basic pay in the pre-revised scale is fixed at the same stage 74300 than the employees who have drawn basic pay in the pre-revised scale (See SL-I, SL-2, SL-3)

(c) Revised basic pay of an employee whose revised basic comes to Rs.81238 (SL-5) in the revised scale is fixed at a stage (83300) equal to the employees whose revised basic comes to 81212 (See SL 7,8,9)

(d) Revised basic pay of employees drawing grade pay of 4200, 4600, 4800, 7600 (SL- 6,7,8,9) are fixed at the same stages from index Serial 9 to 20 (44900 to 62200) of Level - 6 (4200 GP), Stages from Index serial 1 to 12 (44900 to 62200) in Level - 7 (4600 GP) and stages from Index-2 to 10 (49000 to 62200) of Level - 8 (GP - 4800) are one and the same in the feeder cadre and promoted level. As a result officials who are promoted from Level 6 to 7 and from - Level 7 to 8 are the losers as their pay on promotion will be fixed in the cell which would be equal to the amount in the lower level after addition of one increment.

(e) An employees who is drawing more pay in the pre-revised pay is being fixed less in the revised pay E.g: Revised Basic Pay drawing 21320 with GP 5400 will be fixed at 69000 on 01.01.2016 (Level 10) where as basic pay of an employee drawing 21300 with GP 5400 will be fixed at 69200 on 01.01.2016 (Level -9)

(f) Similarly when an employee drawing 4600 grade pay (Level-7) is promoted under MACP to 4800 grade pay (Level - 7) is promoted under MACP to 4800 grade pay (Level - 8) there is no change in his revised basic pay as per pay matrix.

Construction of pay matrix is done in such a way that on promotion in most of the cases the fixation falls at the same stage (even though pay level is lower and higher) then the benefit on promotion works out to be mere one increment i.e. 3%, which the employee can get even without promotion as annual increment. If minimum benefit of two increments is not ensured on promotion, that will act as disincentive to the employees for accepting promotion.

The above anomalies are to be rectified.

7th CPC recommends higher grade pay for JPA, SPA, Off-set Machine Operator, Machine Man and Electrical Supervisor

7th CPC recommends Junior Press Assistant (JPA) , Senior Press Assistant (SPA), Off-set Machine Operator, Machine Man and Electrical Supervisor, grade pay of 1800, 1900, 2400, 1900, and 4200 respectively

7th CPC recommends higher grade pay for JPA, SPA, Off-set Machine Operator, Machine Man and Electrical Supervisor

7th Pay Commission has recommended higher grade pay for JPA, SPA, Machine Man and Electrical Supervisor

Press Stream

In IBM, the post of Junior Press Assistant (JPA) is placed in GP 1800, Senior Press Assistant (SPA) is in GP 1900 and Off-set Machine Operator is in GP 2400. Direct entry is at the level of JPA for which the qualification of Class X+ITI is required. In GSI, direct entry is at the level of Pressman, with GP 1900 and identical qualification requirements as that of JPA in IBM. JPAs of IBM have demanded parity with the Pressman post of GSI.

Analysis and Recommendations

The posts of JPA and SPA should be merged in IBM. The merged cadre should be called Pressman cadre. It should be initially fixed in GP 1900 with  appropriate placement in the pay matrix. No discrepancy is noticed with regards to the post of Off-set Machine Operator. Hence, they should be granted normal fixation in the pay matrix.

Machine Man

The post of Machine Man in IBM lies in GP 1800 with qualification requirement of Class X+ITI. This post has had horizontal parity with the post of Junior Press Assistant (JPA). Since we are recommending upgradation of JPA from GP 1800 to GP 1900, upgrading the post of Machine Man also to GP 1900 is warranted. Accordingly, the same is recommended.

Electrical Supervisor

The post of Electrical Supervisor in IBM lies in GP 2800 with qualification requirement of Diploma in Engineering. This post has had horizontal parity with the post of Junior Technical Assistant (JTA). Since we are recommending upgradation of JTA from GP 2800 to GP 4200, upgrading the post of Electrical Supervisor also to GP 4200 is warranted. Accordingly, the same is recommended

7th Pay commission likely to bump up pay of low-income employees

7th Pay commission likely to bump up pay of low-income employees

New Delhi: Low-income employees are set for more pay bump after the Seventh Pay Commission recommendation to increase for those earning basic salary of up to Grade Pay Rs 4600 a month.

The move, which works out to be at least a 40 per cent pay rise, could benefit at least all non-gazetted employees, if the central government follow the recommendations.

An official with the Commission said that the Seventh Pay Commission is likely to recognize the non-gazetted employees with upgrading skills for increasing their productivity to hike maximum pay.

“The Seventh Pay Commission wants to focus on Low-pay employees to give them hike pay that they are the most vulnerable group and should continue to benefit from nation’s growth,” he said.

After making the recommendation, it is noted that the all non-gazetted employees who earn a basic monthly salary with grade pay Rs 46,00 and below, will get at around 40 per hike from next year, the official added

He said the aim is to encourage pay hike which will be sustainable, and will urge to central government to focus on helping workers to deepen their skills and to raise productivity.

“Real pay hikes should be in line with productivity growth over the long term,” the official said.

The official added that higher officers can be given hike pay taking into account their performance, prospects and sustainability.

Besides pay hikes, the Seventh Pay Commission is likely to recommend to hike medical benefits, House rent allowance, transport allowance and other allowances for central government employees.

The Seventh Pay Commission, headed by Justice A K Mathur, was appointed by the previous UPA government in February 2014 for 18 months. Its terms was extended in August 2015 by four months till December 31, 2015. The recommendations of the commission would be implemented from January 1, 2016.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.

As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.

PREAMBLE:

This Federation i.e. All India Customs Ministerial Employees Federation (AICMEF) is the largest Ministerial Federation recognized by the Central Board of Excise and Customs(CBEC) after satisfying the Membership over 35% of working strength of the Ministerial Staff as laid down in the CCS(RSA)Rules,1993. It is known to all that CBEC is functioning under Department of Revenue whereas another wing is existing in the name of Central Board of Direct Taxes (CBDT). This CBDT & CBEC is the major Revenue earning organization of Govt. of India. This Federation, AICMEF have their members all over India in the ‘Customs’ domain.
Ministerial Staff in the Customs Field formations are participating directly in the process of Revenue earning and is engaged in different technical departments such as Import Noting, Appraising, Export, Preventive etc. and is also playing a pivotal role in doing the housing keeping job.

PROFILE OF MINSTERIAL CADRE UNDER CBEC:

Other than Group ‘A’ cadres there are mainly two types of cadres (1) Executive cadres such as Appraiser (Group ‘B’ Gazetted), Superintendent of Customs (Preventive)(Group ‘B’ Gazetted), Inspector (Preventive Officer & Examiner) and (2) Ministerial cadres. Ministerial cadres at present consists of Chief Accounts Officer (Group ‘A’), Administrative Officer (Group ‘B’ Gazetted). DY. Office Superintendent (Group ‘B’ non-gazetted), Sr. Tax Assistant (Group ‘B’non-gazetted), Tax Assistant(Group ‘C’) and Lower Division Clerk (Group ‘C’).

Name of the post 5th CPC 6th CPC
Chief Accounts Officer 8000/–275-13500/- PB-3 with G.P.5400/-

Lower Division Clerk 3050/–75-4590/- PB-1 with G.P 1900/-

Distinctive function of Ministerial Cadre:
It is evident from the designation that these Ministerial Cadres are directly involved with the Revenue collection procedure which is unique to this Ministerial cadres because the Ministerial cadres in other department are involved with the house keeping job only. It is not out of context to mention here that the Staff Selection Commission takes a separate examination to appoint Tax Assistant in the Revenue Department i.e. in the CBEC & CBDT.
