Subject: Implementation of approved recommendations of Kamlesh Chandra Committee on 'Schedule of Engaging Authority', Disciplinary Authority and Appellate Authority for BPMs and ABPMs/ Dak Sevaks under Rule 31 of GDS (Conduct and Engagement) Rules for all categories of Gramin Dak Sevaks (GDS).

The undersigned is directed to refer to Rule 31of GDS regarding Schedule of Recruiting Authority of GDS (Conduct and Engagement) Rules, 2011.

After taking into consideration the approved recommendation of Kamlesh Chandra Committee on 'Schedule of Engaging Authority', Disciplinary Authority and Appellate Authority for BPMs and ABPMs /Dak Sevaks, the Competent Authority has approved the substitution in Rule -31 of GDS (Conduct and Engagement) Rules, 2011 containing the revised 'Schedule of Engaging Authority', Disciplinary Authority and Appellate Authority for all categories of Gramin Dak Sevaks (GDS) as per Annexure.

The above instructions will come into effect from the date of issue of this O.M.

SCHEDULE OF ENGAGING AUTHORITY, DISCIPLINARY AUTHORITY & APPELLATE AUTHORITY FOR GDS

1. Gramin Dak Sevak Branch Post Master

Engaging Authority: Deputy Superintendents of Post offices (in case of Divisions headed by Director Postal Services/ Postmaster General), if available, otherwise Head of the Division.
Authority :  Deputy Superintendents of Post offices (in case of Divisions headed by Director Postal Services/ Postmaster General), if available, otherwise Head of the Division
Penalties : All
Assistant Superintendents/ Inspector Posts of Sub Divisions
Penalties : (i) to (v)
Appellate Authority: Chief Postmaster General/ Postmaster General, Director Postal Services
Deputy Superintendents of Post offices (in case of Divisions headed by Director Postal Services/ Postmaster General), if available, otherwise Head of the Division

Today meeting held in Dak Bhawan at 11.00am

Meeting conducted under the Chairmanship of DG (Posts), Member (P), DDG (Estt.), DDG (SR & Legal), ADG (Estt), ADG (GDS) and other officers of the department attended.

Union Side: All three General Secretaries and other representatives, General Secretary, NAPE attended.
Detailed discussion held between Administration and Union Representatives on the basis of JCA memorandum, major issues viz., date of implementation of new scales, payment of arrears, gratuity, financial upgradation, leave etc.,

Department categorically replied that in case of financial implication issues like date of implementation of new scales, arrears formula as already cleared by Cabinet and it can not be reopened. Regarding all other issues viz., Leave, Children Education Allowance, GIS, Transfer, ESI facility, SDBS, Financial upgradation etc will be considered positively and orders will be issued as early as possible.

But union representatives expressed their resentment and deep concern over the date of implementation of new scales, arrears payment formula and strongly demanded for reconsideration.

Department proposed the unions to submit a detailed note on all the issues raised in the meeting for further consideration at appropriate level.

The General Secretaries of GDS Unions discussed over the today's meeting and decided to submit a detailed note soon. Further decided to meet again to decide further course of programme of action seriously.

HUMAN CHAIN OF CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS
AT ALL IMPORTANT CENTRES THROUGHOUT THE COUNTRY
MASSIVE PROTEST AGAINST THE BETRAYAL OF THE BJP-LED NDA GOVERNMENT

High Level Committee, assured by the Group of Minsters, not yet constituted. First anniversary of the Hon'ble Cabinet Minister’s assurance will be on 30.06.2017. No increase in Minimum Pay and fitment formula.

7th CPC took 18 + 2 months only for submitting report after examining the entire service conditions, pay scales, allowances, Pensionary benefits of about one crore Employees and Pensioners including military personnel. Allowance Committee took almost 12 months for examining only 52 allowances!! BJP Government is deliberately delaying the revised allowances to deny arrears.

Option-I parity for pensioners recommended by 7th CPC and accepted (??) by cabinet, mercilessly rejected by appointing a feasibility Committee.

NPS Committee is for further strengthening NPS and not for withdrawal of NPS or for guaranteeing minimum pension as 50% of last pay drawn.

MACP promotion denied to thousand of employees by imposing stringent conditions on bench mark.
Gramin Dak Sevak Committee Report submitted to Government on 24.11.2016 (Seven months over) still under process.

Exploitation of casual and contract workers continues. Equal pay for equal work denid.

Autonomous body employees and pensioners cheated by Government by denying their legitimate wage revision and pension revision.

No negotiated settlement on the charter of demands submitted to Government by JCM (staff side) and Confederation.
