Sub: Brief of the meeting of the Standing Committee(JCM) and also meeting of the Committee on Allowances held today

A meeting of the Standing Committee of the National Council (JCM) was held today under the Chairmanship of Secretary (DoP&T), wherein Staff Side (JCM) shown anguish against total collapse of the JCM Machinery.

The Secretary (DoP&T), who is also Chairman of the NC/JCM Standing Committee, assured that, he would try to improve functioning of the JCM Machinery as a whole.

In the said meeting, the agenda sent to the DoP&T for the meeting of the NC/JCM Standing Committee was discussed in detail, and on most of the items reply of the DoP&T was “the issue will be examined”.

Subsequently, in the meeting of the Committee on Allowances, held today, the allowances pertaining to the DoP&T, particularly Children Education Allowance, Night Duty Allowance, Overtime Allowance, Unreported Allowance, Small Family Allowance, Risk Allowance, Cash Handling Allowance, Uniform(Dress) Allowance, were discussed in detail.

It was assured by the Secretary(DoP&T) that, the issues raised by the Staff Side(JCM) would be taken up in the Allowance Committee meeting.

Dear Secretary,
Please refer to my D.O. letter of even No. dated 1st August, 2014 regarding furnishing of information relating to assets and liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013.
2. In this regard, I am forwarding a copy of the Central Governments notification dated 08th September, 2014 (Annexure-l). containing an Order amending the Lokpal & Lokayuktas (Removal of Difficulties) Order, 2014, for the purpose of extending the time limit for carrying out necessary changes in the relevant rules relating to different services from two hundred and seventy days to three hundred and sixty days’, from the date on which the Act came into force, i.e., 16 January, 2014.

3. Government has also notified on 8th September, 2014, the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Amendment Rules, 2014, extending the time limit for filing of revised returns by all public servants from 15th September, 2014 to 31st December, 2014, A copy of the notification containing the said amendment Rules is enclosed (Annexure-II)

4. I request you to kindly issue orders towards ensuring compliance with these Rules by all officers and staff in your Ministry/Department and in various organisations/PSUs under the control of your Ministry/Department, within the revised time-limit mentioned in the amended Rules, by filing their revised returns of assets and liabilities to the competent authority on or before 31 December, 2014.

5. I also request you to kindly ensure that necessary follow-up action for harmonizing the provisions of the relevant rules relating to all categories of public servants (as defined in the Act) falling under the jurisdiction / administrative /cadre control of your Ministry/Department is completed within the revised time limit of 360 days now provided in the Order dated 8th September, 2014 (Annexure-l).

Subject: Model Recruitment Rule& for the various Group ‘A’ and Group ‘B’ poets in Electronic Data Processing (EDP) Cadre-reg.

The Model RRs for the Group ‘A’ and Group ‘B’ posts in Electronic Data Processing (EDP) Cadre issued by this Department have been reviewed in the light of 6th CPC recommendations.

2. The designation with pay scale for Group ‘A’ and Group ‘B’ posts in Electronic Data Processing (EDP) Cadre shall be as below:

 1 DEO, Grade A PB-1, GP Rs. 2400
 2 DEO, Grade B PB-1, GP Rs. 2800
 3 DEO, Grade C PB-2, GP Rs. 4200
 4 Data Processing Assistant/Data Entry Qperator Grade ‘D’ PB-2, GP Rs. 4600
 5 Programmer/Data Entry Operator Grade ‘E’ P8-2, GP Rs. 4800
 6 Senior Programmer/systems Analyst/System Security Officer/Data

3. Ministries/Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomous/statutory bodies for adoption. The Ministry of Home Affairs is also requested to forward these Model RRs to the UT Administrations for appropriate action.Accordingly, the revised Model Recruitment Rules for the same are enclosed as Annexure to this Office Memorandum.

OFFICE MEMORANDUM

Subject: Revision of Headquarter Allowance admissible to officers of organised Group-A’ Services posted in Headquarters Organisations — reg.

The undersigned is directed to refer to this Department’s Office Memorandum No. 2/8/97-Estt. (Pay-11) dated 16th July, 1998, on the above subject and to say that consequent upon the decision taken by the Government on the recommendations made by the Sixth Central Pay Commission, the President is pleased to decide that the existing rates of Headquarter Allowance may be doubled.

2. These orders shall not apply to officers of services the cadres of which consist only of posts at the Headquarters organisations as also to officers of services who are not entitled to any special pay/special allowance while posted as Under Secretary/Deputy Secretary or ‘Director in the Central Secretariat. These orders shall be effective from the first date of the month in which this O.M is
issued.

4. In so far as application of these orders to officers of the Indian Audit & Accounts Department is concerned, these orders are being issue in consultation with the Comptroller & Auditor General of India.
