Internal meeting of group of secretaries scheduled on 11.06.2016 on 7th Pay commission didn’t take place

Internal meeting of group of secretaries which was scheduled to be held on 11.06.2016 has been cancelled. Meeting didn’t take place at all. Shri P.K. Sinha Cabinet Secretary is heading the committee of Group of Secretaries.

On the clarion call of the National Joint Council of Action (NJCA), against the retrograde recommendations of the VII CPC, 11-point Charter of demands of the Central Government employees as also non-settlement of long pending genuine demands of the Railwaymen, AIRF and its affiliates organized huge demonstrations at all Zonal Headquarters of Indian Railways on 9 June 2016. On this occasion the employees of Indian Railway participated in mass demonstrations with full enthusiasm with holding banners in hand and shouting slogans for early redressal of their long pending genuine demands.

On the one hand AIRF and its affiliates are fighting for the cause of Railway employees and on the other hand rumour mongers are spreading false news through social media. Rumour mongers are coming out daily with different kind of news and pay scales about 7th Pay Commission. They have even declared that government would take a final call on 7th Pay Commission during internal meeting of group of secretaries on 11th of June, 2016.

We will update on the issue soon. Please don’t believe rumour mongers on What’sAPP, Facebook and other social media sources.

We request all comrades to not to believe such rumour mongers. These fellows have no benefits but to lighten the feelings of agitated working class. AIRF urge comrades to be prepared for Indefinite strike which is scheduled on 11, July 2016 at 06:00 AM.

I met today sh. R.K. Chaturvedi Jt. Secretary (Convener 7th CPC Implementation cell) and informally told him about anguish of central government employees about retro grade recommendation of 7th CPC.

Convener Implementation Cell has fixed a meeting on 19th February, 2016 at 11.00 hrs. in the FRESCO MTG Room (168-D), North Block. Before this meeting we would like to hold an Internal Meeting at 5.00 pm on 18th February, 2016 in JCM Office, 13-C Ferozshah Road New Delhi to decide about common issues as well as Departmental issues.

Charter of Demands

Settle the issues raised by the NJCA on the recommendations of the 7 CPC sent to Cabinet Secretary vide letter dated 10th December 2015.

Remove the injustice done in the assignment of pay scales to technical/safety categories etc. in Railways& Defence, different categories in other Central Govt establishments by the 7 CPC.
Scrap the PFRDA Act and NPS and grant Pension/family Pension to all CG employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.
i) No privatization/outsourcing/contractorisation of governmental functions.
ii) Treat GDS as Civil Servants and extend proportional benefit on pension and allowances to the GDS.
No FDI in Railways & Defence; No corporatization of Defence Production Units and Postal Department.

Fill up all vacant posts in the government departments, lift the ban on creation of posts; regularize the casual/contract workers.

Remove ceiling on compassionate ground appointments.

Extend the benefit of Bonus Act,1965 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15.

Central Government is not giving any priority to solve long pending demands of the Central Government employees. In spite of our sustained persuasions, to resolve of our demands of removal of retrograde recommendation of 7th CPC, payment of arrear of Productivity Linked Bonus etc. To register protest on this NJCA has chalked out a 3 day Protests programmes w.e.f 19.01.2016 to 21.01.2016. In this connection Com. Shiva Gopal Mishra has called upon all the Central Government employees, including the railwayemen to join all the programmes en masse on the call of the NJCA. PRESS RELEASE

New Delhi: 18th January, 2016 – “All India Railwaymen’s Federation is preparing for total shut- down with the Central Government under the banner of National Joint Council of Action”.
The above was stated by Shri Shiva Gopal Mishra, General Secretary of AIRF/NRMU and Convener of the NJCA in a Press Conference held today in AIRF Office, 4 State Entry Road, New Delhi.

Shri Mishra said that, the Central Government is not giving any priority to solve long pending demands of the Central Government employees. In spite of our sustained persuasions, to resolve of our demands of removal of retrograde recommendation of 7th CPC, payment of arrear of Productivity Linked Bonus, filling up of more than 2.5 lakhs vacancies of railway employees, indiscriminate outsourcing, handing over Production Units of Madherpura and Marohra of Electrical and Diesel Locomotive with assured off-take and thirteen years maintenance contracts to M/s Alstom and General Electric Companies, there is no headway on these issues. Outsourcing of maintenance of train-sets for thirteen years, amendment in the labour laws in favour of the corporate houses, non-creation of new posts for new assets, 100% FDI, PPP in the Railways, institution of the Railways Development Authority to promote privatization etc., have forced AIRF to join thirty six lakh Central Government employees for sustained struggle.

Shri Mishra further said that, AIRF cadre will join three days dharna at all state capitals and industrial centers from 19th to 21st January, 2016. All the affiliates of AIRF shall also conduct strike ballot on 11-12 February, 2016 to know the mood of the railway employees in favour of “Indefinite Strike”.

AIRF affiliates are also campaigning vigorously among the railwaymen to make the strike ballot and indefinite strike successful.

Northern Railwaymen’s Union is also going to launch a mass mobilization fortnight programme programme by contacting each and every railwayman from 25th January to 10th February, 2016.
Shri Mishra added that, the railwaymen are not responsible for economic crises in the Railways because they are running 22,000 pairs of trains round-the-clock, carrying 2.5 crors passengers everyday along entire length and breadth of the country, even by sacrificing their lives.

The Government of India should bear the burden of rupees twenty six thousand crore of subsidized traffic carried by the Railways and rupees twenty eight thousand crore being paid on railway pensioners. The Government should also stop charging Service Tax on the products of the Indian Railways and should also stop step motherly treatment and invest from the General Exchequer to improve upon the infrastructure of the Railways to support common man of this country. The Central Government should also wave off dividend to be paid by the Railways to the tune of around rupees ten thousand crore.

Shri Mishra said, we have kept this life line moving since 1974, but now, it has become difficult because of indifferent attitude of the Central Government. There has been no meeting of the National Council(JCM) for the last more than last five years, which should be at least thrice a year.

Shri Mishra said that, we don’t want to disturb the train service to create chaos in the country, but now we have no option, therefore, all the Central Government Employees Organization, including Railways, Postal, Ordinance Factories and other Civilian, Defense Establishment, other Central Government employees have decided to go on “Indefinite Strike”, if their demands are not resolved by end of February 2016.

He appealed to all the Central Government employees, including the railwayemen to join all the programmes en masse on the call of the NJCA.

All the Constituent Organizations & NJCA Members,

Dear Comrades,
I am confident, by this time you must have studied the 26-point Charter of Demands, submitted by the NJCA to the Cabinet Secretary on 10th December, 2015, circulated vide NJCA’s Circular No.NJCA/2015/7th CPC dated 11th December, 2015.

As per decision of the NJCA, the following programmes have to be successfully observed by all your affiliates all over the country.

(i) 30.12.2015 Holding demonstrations and hand over copy of the NJCA’s letter dated 10.12.2015 to the Head of the Office for onward transmission to the Cabinet Secretary, demanding for immediate settlement of the issues.

(ii) 19-21.01.2016 3-day dharna in all the State capitals and industrial centers/ establishments for educating and mobilizing the employees.

In view of the NJCA’s decision for an “Indefinite Strike”, on the above cited 26-point Charter of Demands, commencing in the 1st week of March, it will be essential that, AIRF, NFIR, AIDEF, INDWF and Confederation of the Central Government employees should conduct strike ballot. It will be quite appropriate that strike ballot is taken by the 2nd week of February, 2016.

The NJCA will meet and decide about the date of issue of the Strike Notice and also about the date of commencement of the Indefinite Strike. In the meantime, all out efforts may be made to build up pressure on the government, so that a negotiated settlement can be reached on our demands.
