Cabinet approves conferment of Central Group 'A' Service and Cadre Review of Group 'A' Executive Officers of Sashastra Seema Bal

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved conferment of Central Group 'A' Service and Cadre. Review of Group 'A' Executive Officers of Sashastra Seema Bal (SSB) with net creation of 19 posts of various ranks from Assistant Commandant to Inspector General ranks to enhance the operational and administrative capabilities of SSB.

Increase of existing structure of Group 'A' posts from 1253 to 1272 posts are as follows:
  1. Increase of 2 posts of Inspector General (SAG level).  
  2. Net increase of 11 posts of DIG /Commandant (JAG level)
  3. Increase of 2 posts of DC (STS level).
  4. Increase of 4 posts of AC (JTS level).
Background:

The SSB was set up in 1963 to inculcate a sense of security, promoting national awareness and security consciousness in the border population. After transfer to MHA in 2001, it has been entrusted to guard Indo-Nepal and Indo-Bhutan Borders. SSB also deployed in LWE affected areas and Counter Intelligence/Operations duties in Jammu & Kashmir and Assam. The present sanctioned strength of the Force is 96,093 having 73 Bns (including 2 NDRF Battalions). Earlier augmentation- cum-structuring exercises were taken in 2005, 2010 and 2011.

Subject: Allocation of Postal Circle for appointment as Postal Assistant / Sorting Assistant on the basis of Combined Higher Secondary Level Examination, 2015 conducted by SSC.

Madam/Sir,
Attention is invited to Department of Posts letter No. 04-02/2017- SPBI (Pt) dated 27.09.2017 read with corrigendum dated 29.09.2017 wherein candidates recommended by Staff Selection Commission (SSC), on the basis of Combined Higher Secondary Level Examination, 2015 (CIISL 2015) for appointment as Postal Assistant / Sorting Assistant. were advised to submit their preference / option for allocation of Postal Circles by email and Speed Post / Register Post.

2. Postal Circles have been allocated to 5054 candidates, whose dossiers have been received from different regions of SSC, as per the criteria stipulated in aforesaid lefter dated 27.09.2017. Postal Circle allotted to these 5054 candidates can be seen in the enclosed document in the order of Rank in the CHSL 2015.

3. Dossiers of the candidates are being sent to Postal Circle concerned for initiating the process of appointment. The candidates are advised that further correspondence, if any, may be made with the Postal Circle concerned.

FDI in Defence


FDI in Defence

As per current Foreign Direct Investment (FDI) policy in defence sector notified by Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry vide Press Note No.5 (2016 Series), FDI upto 49% is allowed under automatic route and beyond 49% through Government route wherever it is likely to result in access to modern technology or for other reasons to be recorded.  Further, FDI in defence is subject to industrial licence under Industries (Development & Regulation) Act, 1951 and manufacturing of Small Arms and Ammunition under the Arms Act, 1959.

In so far as joint venture in the defence sector with more than 74 per cent FDI is concerned, no such proposal has been approved by the Government.

This information was given by Raksha Rajya Mantri Dr. Subhash Bhamre in a written reply to Shri AP Jithender Reddy in Lok Sabha today.

Cabinet approves extension of term of the Commission to examine the issue of sub-categorization of Other Backward Classes

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the extension of term of the Commission to examine the issue of sub-categorization of Other Backward Classes, by twelve weeks i.e. upto 2nd April, 2018.  The extension of tenure will enable the Commission to submit a comprehensive report on the issue of sub- categorization of OBCs, after consultation with various stakeholders.


The Commission was constituted under article 340 of the Constitution with the approval of President on 2nd October, 2017 and it was stipulated that it would submit its report within twelve weeks from the assumption of charge by the Chairperson.

Background:

The Commission, headed by Justice (Retd.) Smt. G. Rohini commenced functioning- on 11th October, 2017 and has since interacted with all the Stats/UTs having reservation for OBCs, and the State Backward Classes Commissions. The Commission has requisitioned data from 197 Higher Education Institutions regarding admission of OBCs to higher education courses during the last three years and has also sought data regarding recruitment of OBC persons in Government jobs during the last three years in Government Departments, Public Sector Banks and Financial Institutions as well as in the CPSEs, with a view to determine the inequitable distribution of benefits of reservation among the castes/communities included in the Centre List of Other Backward Classes.

Keeping in view the voluminous data involved and the time required for its analysis to prepare a comprehensive report, the Commission had sought extension of its term by twelve weeks.

Amendment in Maternity Benefit Act

The working women already on maternity leave are entitled to enhanced maternity leave subject to fulfillment of other conditions.

As per the Maternity Benefit (Amendment) Act, 2017, it has been made mandatory for the establishments employing 50 or more employees to provide crèche facility, either separately or along with common facilities within a prescribed distance.

This information was given by Shri Santosh Kumar Gangwar, Union Minister of State (I/C) for Labour and Employment in written reply to a question in Rajya Sabha today.

Sub: Minimum educational qualification for appointment in Level-l of the pay matrix of 7th CPC on compassionate grounds

Attention is invited to instructions issued vide this Ministry's letter under RBE No.73/2017 dated 27.07.2017 and RBE No. 192/2017 dated 11.12.2017, laying down minimum educational qualification for recruitment of staff from open market to posts in Level-l of the pay matrix of 7th CPC (earlier Grade Pay Rs.1800/-), through all modes, against direct recruitment quota in various departments. Since, appointment on compassionate grounds made against direct recruitment quota vacancies, the qualification prescribed for posts against direct recruitment quota are equally applicable for considering appointment on compassionate grounds.

The matter has been reviewed, owing to difficulty being faced, in appointment of candidates on compassionate grounds, it has been decided that such candidates who have passed 10th standard but is not in possession of technical qualification i.e. National apprenticeship Certificate(NAC) granted by NCVT or ITI or courses/ Trade Diploma the prescribed qualification for technical and commercial (catering) departments, v1z., Civil Engineering, Mechanical, Electrical, S& T Departments and Commercial Catering Level-l, may also be considered for appointment, providing them on job training for a period of six months.

Procedure for Referral to Recognized hospitals Simplified

Procedure for Referral to Recognized hospitals Simplified.

In supersession of this Ministry's Office Memorandum of even number, dated 21/6/1996 on the above subject and keeping in view the inconvenience being faced by the CGHS beneficiaries, it has been decided that :

1. The beneficiaries will have to option of availing specialized treatment at CGHS recognized hospital of his/her choice after a specialist of CGHS/Government hospital recommends for the same. A certificate regarding non-availibility of beds in Government hospital would not be required. The terms "Government hospital" would include any hospital of a State Government/Government Departments such as Railway, Atomic Energy Commission etc., as also hospitals of Public Sector Undertakings (such as those of the Steel Authority of India Limited/Coal India Limited, etc.)

2. In non-emergency cases, once the recommendation (regarding line of treatment) of a CGHS specialist or a specialist of a hospital of Central/State Government/a Public Sector Undertaking has been obtained, the procedure for obtaining Administrative approval would be as follows:
In case of serving Government servants, after the Specialist advises a procedure in writing, the permission letter for taking such treatment in a CGHS recognized private hospital/referral hospital of choice in the same city, would be given by the parent Department/Office of the employee.
In case of Pensioners, (including Ex-MPs, Former Governors, etc.), after the initial advice of a specialist has been obtained, the permission letter for such treatment would be given by the CMO Incharge of the concerned CGHS dispensary, but the bill would be raised in the name of Additional Director, CGHS concerned, as in the case of pensioners, the payment is to be made by CGHS directorate.

In case of a medical emergency, the details of which shall be recorded in writing by the CMO Incharge of the CGHS dispensary, the CMO concerned by directly (i.e., even before specialist's advice has been obtained) refer the CGHS beneficiary to a private recognized hospital for further management / treatment.

The expenditure to be reimbursed by the parent department/office/CGHS Directorate, as the case may be, would be restricted to the package deal rates/rates approved by the Government from time to time. The expenditure in excess of the approved rates/package deal would have to be borne by the beneficiary himself/herself.

In case the beneficiary, in spite of the facility being available in the city still chooses to get treatment in CGHS recognized institutions in another city, permission may be given, but in such cases T.A/D.A would have to be borne by the beneficiary himself/herself.

For availing treatment outside the city of residence of a beneficiary, the permission of Director/Additional Director/Joint Director of the city have to be obtained.

2. These orders will be applicable from the date of issue.

3. This issues with the approval of Joint Secretary & FA vide his Dy. No. 3110 dated 10/6/1997.

I am directed to refer to this Departments circular of even number dated 01.12.2017 on the subject cited above and to inform that the queries relating to online application system may be sent to this department at email address dfft2018- dopt@nic.in instead of dfft.2018@nic.in.

2. In case of any change in the Nodal Officer of your Ministry/Department/Organization/State Government/UT regarding DFFT program, It is requested to kindly update this department urgently so that the necessary changes can be made at our end and the necessary longing ID and password may be provided to the concerned officer.

3. A list of instructions for validating and forwarding DFFT online application by Nodal officers is enclosed which must be kept in view while processing/forwarding the applications of the officers.

Instructions for Validating and Forwarding DFFT Online AQQlications by Nodal Officers

1. Nodal officers must take approval of the competent authority before forwarding the application to DOPT. For officers of JS and above level approval of Minister is mandatory.

2. Nodal officers must check all the entries filled by the officer in the Annexure-I, especially related to batch year, date of joining etc.

3. Officers on central deputation (other than IAS/CSS/CSSS/SCS) shall apply only for such short term programs which are fully covered under their tenure of Central Staffing Scheme. The nodal officers must obtain the necessary NOC from EO Division, DoPT for the extended period of tenure if the application of such officers includes choice for short term courses which conclude beyond their tenure under the Central Staffing Scheme.

4. The Login Id and Password details will be provided by Training Division, DoPT in the respective e-mail addresses of the Nodal Officers.

5. The User Manual will be emailed to the nodal officers and also the same will be made available in the online Cadre Controlling Authority (CCA) module also.

6. Website address for logging in to the Online CCA Module is:

7. Login into the system with the user id and password provided.

8. The List of Online Applications submitted by the officers of respective Ministry/Department/State Government will be displayed after login.

9. The Nodal Officer can select an application and perform the following tasks:

b) Update the Annexure-II Details
c) Finalize the Annexure-II
d) Printout of complete application along with Annexure-II 10. Once finalized, the entire application form (Annexure-I & II) will be available 'online' to DOPT and thereafter no amendments in the applications can be made.

New Delhi, the December, 2017

G.S.R ... In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Institute of Secretariat Training and Management Joint Director (Financial Management) Recruitment Rules, 2013, except as respects things done or omitted to have been done, before such supersession the President hereby makes the following rules regulating the method of recruitment to the post of Joint Director (Financial Management)in the Institute of Secretariat Training and Management, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training namely:

1. Short title and commencement.
(1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, (Department of Personnel and Training), Institute of Secretariat Training and Management Joint Director (Financial Management) Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and Level in the pay matrix.  The number of the said post, its classification and Level in the pay matrix shall be as specified in columns (2) to (4) of the schedule annexed to these rules.

3. Method of recruitment, age limit and qualification, etc. The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.  No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.  Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.  Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Exservicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Sub: Grant of Children Education Allowance to two children in case of first child being totally mentally disabled-reg

Complaints continued to be received by the Federation from those central Government employees in general and Railway employees in particular, who, unfortunately, have been graced with 1st child (out of three living children) being mentally retarded/disabled and is not able to receive education even at school level due to his/her physical/mental infirmity while other two children of those employees who are normal in all respects and are receiving education at school/college levels, but however, the Children Education Allowance is allowed only in respect of one child. On scrutiny of available instructions and answers to Frequently Asked Questions circulated by the
Ministry of Personnel, Public Grievances & Pensions (Department of Personnel & Training) vide O.M. No.I-11020/1/2014-Estt (AL) dated…….., it is seen that the above cases are not covered for payment of Children Education Allowance to two children, as a result payment of Children Education Allowance to the 3rd ward is denied citing the plea that CEA/Hostel Subsidy is payable only to the eldest surviving children of the employees inspite of valid justification.

NFIR however is of the view that the genuine cases of these type have never been brought to the notice of the Government (DoP&T and MoF) for consideration despite the fact that there is sufficient justification to allow CEA/Hostel Subsidy to two children in view of special circumstances as explained in first para above. Federation contends that the stipulation for reimbursement of Children Education Allowance/Hostel Subsidy presently existing, needs to be reviewed and relaxed suitably so that any to surviving children out of three of the Government employee are eligible for grant of Children Education Allowance and Hostel Subsidy particularly in those cases where eldest or second eldest out of the three differently abled/mentally retarded and not in a position to receive education under any circumstances.

Federation therefore, requests the Hon'ble Minister to kindly intervene and see that extant instructions are suitably relaxed soon by the DoP&T for allowing re-imbursement of Children Education Allowance/Hostel Subsidy to two school/college going children out of three when one of whom is totally disabled.

Action taken in the matter may kindly be advised to the Federation.
