Subject: Allowing the bunching benefit to Assistant Accounts Officers as per the recommendations of 7th Central Pay commission- Regarding.

Madam,
I am to directed refer to the Department of Expenditure, Implementation Cell order no. 1-6/2016-IC dated 07th Sept. 2016 on the subject cited above.

It is found that the AAOs with Grade Pay of 4800/- and drawing pre revised pay ranging from Rs.14900/- to 17,910/- had been fixed at the minimum pay of Rs. 47600/- as per 7th CPC. But as per order, the AAOs pre revised pay having pay range between Rs. 15350 to Rs. 18360 are also eligible for bunching of pay w.r.t. their juniors who were drawing lesser pay as on 31.12.2015. A comparative statement w.r.t. Shri Babu Balram Jee is enclosed for ready reference.

In absence of your clear order, different ministries are treating the matter in different ways, resulting the uncalled for discrepancies and irregularities

Under these circumstances, I request you to kindly issue a conclusive order, stating the eligibility criteria and a ready reckoner of pay fixation after bunching in terms of old pay. This will end the confusion and delay in settling the cases further.

Dear Sirs,
Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June and July 2017 under X BPS/ Joint Note dated 25.5.2015 

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended March 2017 are as follows:

The average CPI of the above is 6261.91 and accordingly the number of DA slabs is 456 (6261.91-4440 = 1821.91/4= 456 slabs). The last quarterly payment of DA was at 469 slabs. Hence, there is a decrease in DA slabs of 13, i.e. 456 slabs for payment of DA for the quarter May, June and July 2017.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of May, June and July 2017 shall be 45.60 % of 'pay'. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Subject: Rotational Transfer Policy applicable to CSS officers - Modification thereof - reg.

The undersigned is directed to refer to this Department's O.M. of even number dated 16.07.2015 vide which revised Rotational Transfer Policy, applicable to Central Secretariat Service officers, was circulated. The competent authority has approved the following additions in the para 12 of the Rotational Transfer Policy:

12.3 In all cases not covered under existing provisions like merger and winding up of Departments / Ministries etc, the posting to Group A and B of the officer would be determined as follows:

(a) If term available is 2 years or more then the officer would be posted to the Group in which the erstwhile Department / Ministry was categorized.

(b) If term available is less than 2 years then the officer would be posted as per overall period served in the entire service and going to a category of Department / Ministry in which less number of years has been served.
