ESIC recruits 135 sports persons from different field of sports

ESIC has recruited 135 talented sports persons from all across India. Out of these 135 sportspersons, 26 are football players, 21 are Badminton players (01- Para Badminton), 30 are Table Tennis players (03 – Para Table Tennis), 22 are Volleyball players, 11 are Kabaddi players, 10 are  from Archery, 07 are Boxers, 06 are Wrestlers and 01 is a Para Athlete.  In the above list, 15 are female players representing Archery (03), Badminton (03), Table Tennis (08) and Para Table Tennis (01).

The top 10 sports persons who received the ‘Offer of Appointment’ from the hands of Shri Bandaru Dattatreya, Chairman, ESIC and Hon’ble Minister (Labour & Employment), Govt. of India are as following:-

1. Shri Pramod Bhagat comes from the State of Odisha and is a Gold Medalist (Men’s Single) in BWF Para Badminton World Championship, 2015, England.  He also won a Silver in Men’s Doubles.  Earlier also, he participated in 2013 Edition of the same tournament at the international level.  Shri Bhagat also achieved 3rd place in Asian Para Games, 2014 held at  Inchen.

2. Shri Ajay Singh Sekhawat, who comes from the State of Rajasthan, backed 1st place in 2015 Asian Archery Taipei Open Tournament, Asia Cup 2015, Bangkok, Thailand.  He also achieved 1st place in 36th National Archery Championship, 2015 and a Bronze Medalist in 37th Junior National Archery Championship, 2014.  He won All India Inter University Archery Tournament.

3. Ms. Patel Bhavinaben  belongs to the State of Gujarat and is a Bronze Medalist in Para Table Tennis Thailand Open 2015.  She is also  a Silver Medalist in 2013 ITTG PTT Asia Table Tennis Regional Championship. Her world ranking is 12 and she is also preparing for World Cup 2018.

4. Shri Avnil Kumar, a Para Athelete,  is a Silver Medalist in 2016 IPC Athletics Asia-Oceania Championship Dubai and participated in IBSA  Word games.  He also participated in Malaysia Open.

5. Shri Jatin participated in Cadet Asian Championship 2013 (Wrestling) and achieved 3rd place in Zrenjanin, Serbia.

6. Ms. Esha Monga is a sportperson in Table Tennis and a Silver Medalist in ITTF World Junior Circuit 2007.  She is also a  Senior National Gold Medalist 2013.

7. Shri Jagdar Singh got 2nd place in  40th Junior National 2014 (Volleyball).  He also represented  Rajasthan (as Captain) in 18th Youth National, 2016 and in 17th Youth National 2015.  He is also a winner in All India Inter University 2014-15.

8. Shri S. Shanmugham is a Volleyball player from Tamilnadu and a Gold Medalist in Junior National.

9. Ms. S. Krithicka from Tamilnadu, achieved 5th position  (Table Tennis) in 75th Senior National, 2014.  She is also a Silver Medalist in 75th Youth & Junior National, 2014.

10. Shri Subhendu Show participated in 77th Senior National & Inter State TT Championship 2015.  He got 3rd position in All India Inter University, 2014 and a Junior National Silver Medal.
The ESI Corporation is holding a 3 day Induction Training for all the above newly recruited officials under Sports Quota.  The opening ceremony in which the Offer of Appointment was distributed, was attended by Shri Bandaru Dattatreya, Hon’ble Minsiter of State (Independent Charge), for Labour & Employment, Govt. of India, Shri Rajiv Pratap Rudy, Hon’ble Minister of State (Independent Charge) for Skill Development and Entrepreneurship, Govt. of India, Shri Vijay Goel, Hon’ble Minister of State (Independent Charge) for Ministry of Youth Affairs & Sports, Govt. of India, Smt. Meenakashi Lekhi, Hon’ble Member of Parliament (Lok Sabha),  Shri Manoj Kumar Tiwari, Hon’ble Member of Parliament (Lok Sabha), Smt. M. Sathiyavathy, IAS, Secretary, Ministry of Labour & Employment, Govt. of India and Shri Deepak Kumar, IAS, Director General, ESIC.

AVOID INORDINATE DELAY IN EXTENDING THE BENEFITS OF CCS (REVISED PAY) RULES 2016 TO THE EMPLOYEES OF CENTRAL GOVERNMENT AUTONOMOUS BODIES AND BOARDS CONSTITUTED STATUTORILY

The benefits of the 7th CPC has not yet been extended to the personnel working under : autonomous bodies and Boards, though it was constituted statutorily. During the previous wage revisions, they have been allowed to enjoy the benefits within one month of release of the Government Notification on Revised Pay Rules. Employees and Pensioners of more than 600 Autonomous bodies and Boards etc. are eagerly waiting for the last more than two months, for revised pay structure implementation in their respective institutions.

Like most of the Central Government departments, since most of the autonomous bodies and Boards did not have much fund to spare for payment of revision of pay hike, they have to depend upon their Ministries concerned. In the case of Ministries also, the budget allotment is not sufficient to meet its own needs satisfactorily and are starving. It is in this background the Finance Ministry's stand becomes crucial. During 6th CPC, the Finance Ministry has given clearance without much delay. The present delay has become a cause of concern for the employees and pensioners.

Confederation of Central Government Employees and workers has already taken up their case with the Government, but till this date the Finance Ministry has not issued orders extending the 7th CPC benefit to employees of Autonomous bodies and Board. The Confederation urges upon the Central Government to expedite action in this regard and to end the uncertainty and anxiety among a large section of employees and pensioners.

With reference to above mentioned subject attention is drawn to OM dated 1.10.2014 and further OMs empanelling Health Care Organizations under CGHS Delhi/NCR for a period of two years or till 30.9.2016 whichever was earlier and on expiry of empanelment period on 30.9.2016, it has been decided to extend empanelment of all Health Care Organizations already empanelled under CGHS Delhi/NCR w.e.f 1.10.2016 till further orders, on same terms and conditions on which they were empanelled as on 30.9.2016.

7th Pay Commission: Central Govt employees to discuss allowances on October 24 and 25 

The finance ministry had recently issued a notification abolishing seven allowances as proposed by the 7th Central Pay Commission.

The Central government employees are apparently upset with the Narendra Modi government abolishing seven allowances hitherto paid to them, and are planning to discuss the issue in about 10 days. It may be recalled that the union finance ministry had issued a notification recently announcing the abolishment of seven allowances as recommended by the 7th Central Pay Commission (CPC).

The Confederation of Central Government Employees said that a meeting scheduled on Thursday (October 13) to take up the issue between the secretary (personnel), government of India and the Staff Side, National Council JCM, will now be held on October 25.

"I am directed to inform you that, the meeting under the Chairmanship of Secretary (Personnel) with the Staff Side, National Council JCM, to firm-up views of the Staff Side (JCM) on various allowances pertaining to DoP&T and also meeting of the Standing Committee, which were scheduled to be held on 13.10.2016 have been postponed.

"They will now be held at 3.00 p.m and 4.30 p.m respectively on 25.10.2016 vide Dy. Secretary (JCA) letter No. 6/8/2016-JCA 2 dated 5.10.2016 (already mail on 10.10.2016)," the Confederation of Central Government Employees said in a communication addressed to Standing Committee Members of the National Council (Staff Side) JCM.

A day prior to that, an Internal Meeting of the Standing Committee Members of the National Council (Staff Side) JCM will be held in New Delhi to discuss the matter, the Confederation of Central Government Employees said.

The abolished allowances include festival advance, bicycle advance and advance of leave salary among others, while those that have been retained are advances for medical treatment, travelling allowance for family of deceased, travelling allowance on tour or transfer and leave travel concession (LTC).
In its report, the pay commission had recommended abolition of 51 allowances and subsuming 37 others after examining 196 allowances.

A study by Tata Strategic Management Group had estimated the quantum of allowances at Rs. 34,000 crore. This could change if the committee differs from the hike proposed by the 7th CPC.

The recommendations of the 7th CPC cover 47 lakh Central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

Armed Forces to get 10% Arrears before October 30 : The defence ministry has said a pending issuance of the pay commission notification has been sanctioned by the president on ad-hoc basis.

Even as the Central government and the three armed forces chiefs are trying to sort out a dispute over the new pay grades for the army, navy and the air force, the central government has planned a temporary payment for the armed forces.

The defence ministry has said a “pending issuance” of the pay commission notification has been sanctioned by the president on ad-hoc basis. The arrears will be 10 percent of the current pay drawn by the soldiers, which would be calculated from January 2016.

This means all the soldiers are set to receive roughly one month’s salary. The government is trying to ensure that the arrears are reflected in salary slips before October 30 (Diwali).

According to media reports, the army, navy, and the air force personnel (unlike the civil service) have neither received their arrears arising out of the pay-commission order, nor have their new salary scales come into force. The delay is due to the three service chiefs’ intervention seeking correction in the anomalies in the compensation structure for the forces.

The service chiefs have said that the services will not implement the pay commission’s recommendations until and unless the anomalies, which include those related to disability and pay pensions, are resolved.
In other news, the government on Monday refuted media reports, which suggested that the disability pension scheme for the armed forces had been cut. Government sources cited by a leading daily claimed that the disability pension for sepoys had increased by Rs 2,700 per month, for havaldars by Rs 1,450 per month and for naiks by Rs 2,300 per month post the implementation of the 7th pay commission.

Media reports indicated that the government has notified of a new set of rules for granting disability pensions to the armed forces. The new pension calculation method replaces the decade-old system put in place by the sixth pay commission (CPC) according to which, the pensions arising by disability aggravated by military services/wars were calculated on percentage basis on the last pay drawn.

Issue of Disability Pension for Defence Forces Personnel referred to 7th CPC Anomaly Committee

The 7th Central Pay Commission (CPC) recommended a slab based system for determining the disability pension for Defence Forces Personnel, which was accepted by the Government. Percentage based system was followed in the 6th CPC regime for calculating disability pension for Defence Forces Personnel as well as Civilians.

Service Headquarters have represented that the percentage based system should be continued under the 7th CPC for calculating disability pension for Defence Services at par with their Civilian counterparts.

The Ministry has referred the representation of the Service Headquarters to the Anomaly Committee of 7th CPC for consideration.

The undersigned is directed to say that vide OM No. 2(15)/06- DPE (WC)-GL-XV/08 dated 17.11.2008 (copy enclosed), D/o Public Enterprises has issued clarification regarding "receipt of monetary benefits in the form of sitting fees, bonus, share in profits, stock options etc by the employees of CPSEs (including Chief Executive and Functional directors) and Government officers nominated as part-time Directors on the Boards of CPSEs, subsidiary/Joint Venture of CPSEs and any other companies".

2. All Ministries/Departments are requested to circulate the said OM of Department of Public Enterprises for wide awareness amongst its officers and also ensure compliance of the instructions.

7th Pay Commission : Central Government Employees Fed up : As Govt Crawls on Allowances, Wage Revision Issues

Once again Central government employees are ready to take on the government and are preparing to strike work as government remains slow in revising the 7th Pay Commission's recommendations on allowances, minimum wage and fitment formula.

The government employees are ruing the fact that no decision has taken place on Allowances so far. The Secretary ( Personnel) was to have a meeting with the Secretary, Staff Side, on October 13, to firm up the view on various allowances pertaining to Department of Personnel & Training. The meeting has been postponed to October 25.

It was expected that the recommendations of allowance committee will be made in October 2016 , with the postponement of meetings now we can expect the allowances committee to submit its report in November 2016. said the Confederation of Central Government Employee and Workers of Karnataka State.

The employees are also complaining that the government has so far not set up the high level committee on minimum wage, fitment formula revision and other main demands of central government employees as assured by Cabinet Ministers in July 2016.

When central government employees rejected the 7th Pay Commission’s recommendations and threatened to strike work, government,announced to set up a high level committee within a period of four months, and look into the issue of wage revision.

The Central Government has shown urgency in issuing orders on advances, but the same urgency is not shown in case of issue of orders on allowances and revision of minimum wage, fitment formula which will benefit lakhs of Central Government employees, added the confederation.

The employees are planning to carry out demonstrations on October 20 and once again try to reach out to the Prime Minster, Home Minister, Finance Minister and all Department heads. The employees are willing to strike work post December 15, if their demands remain ignored.
