Kerala gets its first 'ALL-WOMEN Post Office'

At PMG Junction in the capital city of Kerala Thiruvananthapuram, the state’s first all-women post office has opened its doors to the public. All four employees of PMG Junction Post Office (695 033), very near to Chief Postmaster General Office, the post master to the helper, are all women. The post office will be officially inaugurated on 05.07.2013 (Friday), it has already caught the public eye, with its staff.

Post master S. Shanthi, postal clerk R. Manju, stamp vendor C. Chandrika, and helper Latha Kumari — gaining star status among the customers. Congratulatory messages and sweet packets are pouring into the post office, and so are best wishes notes, the staff members say.

“Becoming an ‘All-Women Post Office’ was coincidental. The office had two male employees earlier who were replaced by women in the recent transfers. Then all the four staff became women and a decision was taken to proclaim it as the first ‘All-Women Post Office’ in Kerala Circle. From now onwards, it will be kept as an office exclusively for women, we hope,” said Shanthi.

The working hours are from 9.30 am to 5.30 am. The office offers traditional and modern services such as registered and Speed Post articles, post office savings bank service, monthly income scheme, e-money order and e-payment of telephone bills. It is, however, a non-delivery post office. It doesn’t distribute letters or parcels and so there is no postman or postwoman in the office.

This is the ninth All-Women Post Office in the country. The first such office in the country was inaugurated at Shastri Bhavan under Delhi Circle on the eve of International Women’s Day on March 8. Replicating this effort, women post offices were started under the Maharashtra, Tamil Nadu, Karnataka, West Bengal, Andhra Pradesh, Punjab and Odisha circles. The Postal Department is looking forward to start All-Women Post Offices in all the circles across the nation.

The feminising of post offices is being done by the Department as part of its efforts to integrate gender equality and women’s empowerment. The attempt ensures that women employees working at various levels in the Department facilitate the decision-making of the Department as well as have a role in the management of post offices in the circles.

KNOW INDIAN POSTAL ORDER [IPO]

Of late RTI applicants are using Indian postal order [IPO] for paying filing fee and other charges. I append below few rules which will be useful to RTI users:

1. IPOs are available in denominations of Re. 0.50, 1, Rs. 2, 5, 7, 10, 20, 50 and 100/-.

2. Commission per IPO is Re1 to Rs.3 depending upon denomination. For Rs.10 IPO commission is Re.1/-.

3. Value of IPO can be increased by maximum Rs.3/- by affixing unused postal stamps not exceeding 4 on its face. Each stamp should not exceed Re1. Hence, say if you want to pay Rs.12 [and post office does not have denominations below Rs.10, you can buy IPO of Rs.10 and affix two postal stamps of Re.1 [ or 4 stamps of 50 paisa] each on its face. This way IPO will be for Rs.12. This facility of value addition is not applicable to IPO of Rs.100/-.

4. IPO is valid for 24 months from the last date of the month in which IPO is purchased from post office.

5. IPO older than 24 months as above can be revalidated for next 12 months by paying prescribed commission for that denomination of IPO in the form of postal stamps to be affixed on the reverse of IPO.

6. IPO older than 36 months from last day of the month of issue will be forfeited if presented for payment.

7. Purchaser can get refund of IPO within 6 months from last day of month of issue by surrendering original IPO and counterfoil. Purchaser can also get refund after expiry of 6 months from last day of month of issue but before 12 months from last day of month of issue of IPO provided he pays commission for renewal at prescribed rate by affixing stamps on the reverse of IPO to be refunded.

8. In case of loss of IPO, refund can be claimed by submitting counterfoil to Superintendent of Post Offices under whose jurisdiction issuing post office operates. However, refund of lost IPO will not be made before expiry of 36 months from last day of the month of issue of IPO. Claim for lost IPO should be made within 24 months from last day of month of issue. If counterfoil is not available, then number, date and post office of issue should be mentioned in the application for refund.

OFFICE MEMORANDUM

Subject: Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.

The undersigned is directed to refer to para No. 3 of this Department’s O.M. No, 2(50)/86- DPE(WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July, 1st October, every year based on the price increase above quarterly Index average of 1099(1960=100).

2. In continuation of this Department’s O.M. of even No. dated 08.04.2013, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and non- unionised supervisors following IDA pattern of 1992 pay scales may be modified as follows:-

(a) Date from which payable: 01.07.2013
(b) AICPI (linked to 1960=100) for the quarter

3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. The quantum of IDA payable from 01.07.2013 at the old system of neutralization @ Rs. 2.00 per point shift for increase of 115 points over the last quarter may be Rs.230/- and at AICPI 5158, DA payable may be Rs.8905.75 to the executives holding Board level post, below Board level post and non unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.

5. All administrative Ministries/Department of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for action at their end.

Indian Railways: Procedure for recruitment of staff in Grade Pay 1800/-

Sub: Procedure for recruitment of staff in Grade Pay 1800/- on Indian Railways- reg.

The matter of streamlining the procedure for recruitment of staff in Grade Pay 1800/- on Indian Railways, have been under consideration of this Ministry for quite some time. Accordingly, Board have decided the following:-

(i)    In partial modification of instructions contained in para 7.2 of Annexure-I of Board’s letter issued under RBE No.121/2005 dated 18/07/2005, Question papers for the Written Test shall be based on class 10th Standard, consisting of 100 multiple choice(four) objective type questions and the duration of the Written Test shall be 90 minutes. Railway Recruitment Cells will be required to notify the above stipulation by way of issuance of corrigendum for the selection process initiated through notifications issued in July, 2012.
(ii)    In partial modification of instructions contained in para 5 of Annexure-I of Board’s letter issued RBE No.121/2005 dated 18/07/2005, henceforth, fee for selection to posts from open market in Grade Pay 1800/- may be charged @ 100/- (one hundred only) per candidate.
(iii)    In supersession of para 8 of Annexure-I of Board’s letter issued under RBE No.121/2005 dated 18/07/2005, arrangement of funds and allocation thereof, for selection from open market in Grade Pay 1800/- through RRCs, for all stages, shall be made by General Manager in consultation with FA & CAO concerned, out of the zonal allocation itself, keeping in view the local situation/requirement.
(iv)    RRCs may allow the candidates to take away their Question Booklets with them, after the completion of the Written Test.
(v)    In partial modification of instructions contained in para 7.3 of Annexure-I of Board’s letter issued under RBE No.121/2005 dated 18/07/2005, Duplicate OMR sheets will be kept in the custody of an officer as nominated by GM/AGM concerned.
(vi)    The post of Deputy Chief  Personnel Officer (Recruitment) be re-designated as Chairman/RRC.
