OFFICE MEMORANDUM
Subject: Payment of Dearness Allowance to Central Government employees Revised Rates effective from 1.1.2015.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/2/2014-E-II(B) dated 18th September, 2014 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 107% to 113% with effect from January, 2015.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. I(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

(a) whether the Prime Minister`s Office (PMO) has directed all the Government Ministries/Departments to take measures to cut down use of paper and go for paperless office;
(b) if so, the details thereof; and
(c) whether any agency has been engaged for monitoring the implementation of the programme and if so, the details thereof?

(a) to (c): A Statement is laid on the table of the House.

Statement in respect of Lok Sabha Starred Question No.216 for 11th March, 2015 by Shri B.Vinod Kumar, Hon’ble Member of Parliament (LS) regarding Paperless Office.

(a) to (c): On the directions of the Hon’ble Prime Minister, the Government has launched Digital India (DI) Programme which focuses on ‘Maximum Governance Minimum Government’. The Digital India Programme envisages end-to-end process optimization and comprehensive business process re-engineering in new and existing e-Governance initiatives and integration of the services on e-Platform. ‘eOffice’ project is one of the ‘eGovernance’ initiatives of the Government. This project envisages minimum use of paper, documents and files in physical form and streamlining office workflow. An Apex Committee headed by Cabinet Secretary of the Government of India has been constituted to monitor the implementation of Digital India programme of which e-Governance is a critical component. Department of Electronics & Information Technology (DEITy), Government of India has been entrusted with the task of coordinating Digital India Programme which is to be implemented by the Central Government and all State Governments.

Will the Minister of PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-
(a) whether the Government proposes to give reservation in Government jobs to the people belonging to the Economically Backward Classes; and
(b) if so, the details thereof and if not, the reasons therefor?

ANSWER

Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)

(a) & (b): At present, there is no proposal to give reservation to the people belonging to Economically Backward Classes in Central Government jobs. The Hon’ble Supreme Court in the case of Indra Sawhney has, inter-alia, held, that economical backwardness cannot be the sole criterion for providing reservation.
Further, the Commission for Economically Backward Classes (CEBC) which submitted its Report to the Government on 22nd July, 2010 did not recommend the reservation for Economically Backward Classes.

The Department of Personnel & Training (DoPT) has reiterated five-year-old guidelines on framing/amendment/relaxation of Recruitment Rules to various posts. A detailed step guide (column-wise) for processing of the proposal for framing / amendment of Recruitment Rules has been reissued. The step guide material is to be used for filling up the thirteen-column Schedule to be annexed with the notification part of the Recruitment Rules for various posts under Ministries / Departments.

The undersigned is directed to state that this Department has issued guidelines on framing/amendment/relaxation of Recruitment Rules vide OM No. AB-14017/48/2010-Estt.(RR) dated 31.12.2010 which inter-alia provides thirteen column Schedule (Annexure-I) to be annexed with the notification of the Recruitment Rules. A detailed step guide (column-wise) for processing of the proposal for framing / amendment of Recruitment Rules is enclosed. The step guide material may be used for filling up thirteen columns Schedule (Annexure-I) to be annexed with notification part of the recruitment rules for various posts under Ministries / Departments.

DoPT revises Model Recruitment Rules for the post of Staff Car Driver

Dispatch Rider/MTS Group C staff to now get reimbursement for acquiring Driving Licence for Motor Cars
In a bid to encourage filling up of the post of Staff Car Driver (Ordinary Grade) through the method of Deputation/Absorption, the Department of Personnel & Training (DoPT) has issued orders to allow the Dispatch Riders and Multi-Tasking Staff (MTS) Group C employees, provided they fulfil the criteria laid down in the Recruitment Rules of the post of Staff Car Driver, avail reimbursement for acquiring Driving Licence for Motor Cars.

The DoPT has also advised various Ministries/Departments to review the existing Recruitment Rules for the post of Staff Car Driver and bring them in conformity with the Model Recruitment Rules issued by the DoPT on July 7, 2014. Accordingly, the post of Staff Car Driver (Ordinary Grade) is to be filled by Deputation/Absorption failing which by Direct Recruitment.

Vacancies of Staff Car Driver will thus be filled first by Deputation / Absorption from amongst the regular Dispatch Rider (Group C) and Group C employees in Pay Band-I: Rs. 5200-20200 Grade Pay Rs. 1800 in the same Ministry / Department who possess valid Driving License for Motor Cars failing which from employees of equivalent posts in other Ministries / Department of the Central Government who fulfil the necessary qualifications.
